देहरादून (संवाददाता)। नगर निगम की कार्यप्रणाली हमेशा से ही सवालों के घेरे में रही है। विशेषकर उपकरणों की खरीद और सफाई कर्मचारियों के मामले में। शहर के बढ़े हुुए वाडऱ्ों में सफाई कराने के लिए नए कर्मचारी रखने के बजाय निगम प्रशासन पुराने ही कर्मचारियों को सफाई के लिए भेज रहा है। हैरानी की बात यह है कि निकाय चुनाव संपन्न हुए ढाई माह का समय हो चुका है किन्तुु सुविधाएं बढ़ाने के लिए नगर निगम प्रशासन ने कोई कदम नहीं उठाए हैं, जिसकों लेकर कईं सवाल उठ रहे हैं। निगम का क्षेत्र फल और आबादी पहले से कहीं अधिक बढ़ गई है लेकिन सुविधाओं और संसाधन की यदि बात करें तो यह वहीं की वहीं है। वार्ड बढऩे की सबसे बड़ी मार पड़ी है तो सफाई कर्मचारियों के उपर, मानकों की बात करें तो हर वार्ड में कम से कम 20 सफाई कर्मचारी होने चाहिये लेकिन अभी मात्र 1575 ही कर्मचारी हैं। इसमे 754 स्थाई, 620 स्वच्छता समिति के, 120 नाला गैंग और 75 रात्रि गैंग कर्मचारी हैं। स्थाई सफाई कर्मचारियों को तो स्थाई के हिसाब से ही वेतन मिलता है किन्तु बाकि के कर्मचारियों को 275 रुपये प्रति दिन के हिसाब से मिलता जबकि इनसे काम स्थाई सफाई कर्मचारियों के जितना ही लिया जाता है। यहाँ घोर विडम्बना की बात यह है कि बढ़े हुए वार्डों में सफाई कर्मचारियों की भर्ती नगर निगम अभी तक नहीं कर पाया है, जिसके चलते स्थिति यह है कि बढ़े हुए वार्डों में सफाई के लिए नाला गैंग और रात्रि में कार्य कर रहे कुछ सफाई कर्मचारियों को भेजा जा रहा है। सवाल यह उठ रहा है कि सफाई कर्मचारी का पद जब तबादला नियमावली में नहीं आता है तो किस नियम के तहत इन स्वच्छको को नए वार्डों में सफाई के लिए भेजा जा रहा है।
