नई दिल्ली । केंद्र सरकार ने सभी सोशल मीडिया कंपनियों से कहा कि वे फौरन ऐसा सिस्टम बनाएं और सरकार से इस साझा करें, जिसके तहत फेक न्यूज या अफवाह फैलाने वाले कॉन्टेंट पर तुरंत ऐक्शन हो सके। गृह सचिव राजीव गौबा ने गुरुवार को इस संबंध में सोशल मीडिया कंपनियों के वरिष्ठ प्रतिनिधियों से मुलाकात की, जिसमें ऐसे कॉन्टेंट को किस तरह से रोकें और क्या गाइडलाइंस बने, इस पर चर्चा की गई। मीटिंग में गूगल, ट्विटर, फेसबुक, इंस्टाग्राम, यूट्यूब के प्रतिनिधियों के अलावा सूचना प्रसारण मंत्रालय से जुड़े सीनियर अधिकारियों ने भी हिस्सा लिया। अफवाह या फेक न्यूज की वजह से हुई हिंसक घटनाओं, बच्चों और महिलाओं से जुड़े आपत्तिजनक कॉन्टेंट पर भी बैठक में चर्चा हुई। सोशल मीडिया कंपनियों से कहा गया कि वह ऐसी सामग्री और इसका प्रसार करने वाले अकाउंट को तुरंत ब्लॉक करने के लिए खास सिस्टम बनाएं। सरकार ने ऐंटी नैशनल कॉन्टेंट पर रोक के लिए कंपनियों को खास सुझाव भी दिए। नया कानून बनाने की दिशा में हुई पहल -बता दें कि यह मीटिंग ठीक ऐसे समय हुई है जब केंद्र सरकार ने ऐसे कॉन्टेंट पर रोक की दिशा में नए कानून बनाने की पहल की है। इसके तहत सोशल मीडिया या ऑनलाइन हेट कॉन्टेंट देने या अफवाह फैलाने पर कड़ी कार्रवाई हो सकती है। सोशल मीडिया पर नजर रखने के लिए बने कानून 66 (ए) के खत्म होने के बाद उसके बदले नए कानून को अंतिम रूप दे रही ग्रुप ऑफ मिनिस्टर्स ने इस बारे में सिफारिश की थी।
अफवाह फैलाने पर मिलेगी सख्त सजा -सूत्रों के अनुसार अब इस कानून पर अंतिम सहमति बनाकर कैबिनेट के सामने पेश किया जा सकता है। सुप्रीम कोर्ट की ओर से 66 (ए) को खत्म करने के बाद इस बार सरकार सोशल मीडिया के लिए अलग से कानून नहीं लाएगी। सरकार आईपीसी की मौजूदा धारा में ही बदलाव कर सोशल मीडिया या ऑनलाइन हेट या अफवाह वाले कॉन्टेंट पर कड़ा दंड देने के लिए अलग से प्रावधान आईपीसी में देगी। यदि कानून पास हो गया तो ऐसे कॉन्टेंट पर कम से कम तीन साल की सजा होगी और यह अपराध गैर जमानती भी होगा। मालूम हो कि हाल के दिनों में वॉट्सऐप पर फैली अफवाह की वजह से कई हिंसक घटनाएं सामने आई थीं।
