लखनऊ । उत्तर प्रदेश में बंगले को लेकर कई दिनों तक चले विवाद ने खूब सुर्खियां बटोरी थी और अब इसमें नया सियासी ट्विस्ट आ गया है। राज्य संपत्ति विभाग ने समाजवादी सेक्युलर मोर्चा के अध्यक्ष शिवपाल सिंह यादव को नया बंगला आवंटित किया है, उसमें कभी बहुजन समाज पार्टी (बीएसपी) की चीफ मायावती का दफ्तर था। सुप्रीम कोर्ट के फैसले के बाद मायावती इसी बंगले से सटे अपने बंगले में शिफ्ट हो गई थीं। ऐसे में शिवपाल और मायावती पड़ोसी भी हो गए हैं।
हालांकि, राज्य संपत्ति विभाग के इस फैसले को कुछ लोग सियासी समीकरण से भी जोड़कर देख रहे हैं। आगामी लोकसभा चुनाव में मायावती और अखिलेश बीजेपी के खिलाफ महागठबंधन बनाने जा रहे हैं। ऐसे में शिवपाल पर प्रशासन की इस मेहरबानी से कई कयास लगाए जा रहे हैं। चर्चा यह भी है कि अखिलेश के खिलाफ शिवपाल को आगे बढ़ाकर बीजेपी कुछ और मौके ढूंढ रही है।
इसी बंगले में होगा शिवपाल की पार्टी का दफ्तर?
राज्य संपत्ति विभाग ने शिवपाल सिंह यादव को 6 एलबीएस (लाल बहादुर शास्त्री) बंगला आवंटित किया है। यह बंगला उन्हें बतौर विधायक आवंटित किया गया है। बंगले का आवंटन होने के बाद शिवपाल तत्काल बंगले में गए और वहां का निरीक्षण किया। इस बंगले में इससे पहले मायावती का कार्यालय हुआ करता था। बताया जा रहा है कि अब इस बंगले में शिवपाल अपनी पार्टी का दफ्तर बनाएंगे।
मायावती के इस बंगले पर हुआ था विवाद
मायावती को 2011 में आवंटित हुए इस एलबीएस-6 सरकारी बंगले को लेकर विवाद हुआ था। यह बात सामने आई थी कि यह बंगला नंबर-6 का आवंटन उन्हें कथित फर्जी आदेश के जरिए किया गया था। बीएसपी अध्यक्ष को एक साथ दो बंगले आवंटित होने पर भी सवाल उठे थे।
गायब हो गए थे इस बंगले के रेकॉर्ड
सरकार के राज्य सम्पत्ति विभाग से बंगलों के आवंटन और निरस्तीकरण के पुराने रेकॉर्ड गायब हो गए थे। जब पूर्व मुख्यमंत्री और बीएसपी सुप्रीमो मायावती को आवंटित इस बंगले के दस्तावेज की तलाश की गई तो पता चला कि विभाग के पास उसका कोई रेकॉर्ड ही नहीं है।
सुप्रीम कोर्ट के आदेश पर खाली हुए थे सरकारी बंगले
सुप्रीम कोर्ट ने इसी साल मई में आदेश जारी किया था कि पूर्व मुख्यमंत्रियों को आवंटित किए गए बंगले निरस्त किए जाएं। अदालत ने कहा था कि पूर्व मुख्यमंत्री एक आम नागरिक होता है इसलिए उसे सरकारी बंगले आवंटित करने का कोई औचित्य नहीं बनता है। कोर्ट ने यूपी मिनिस्टर सैलरी अलाउंट ऐंड मिसलेनियस प्रॉविजन ऐक्ट के उन प्रावधानों को रद्द कर दिया था, जिसमें पूर्व मुख्यमंत्रियों को सरकारी बंगले में रहने का आधिकार दिया गया था। सुप्रीम कोर्ट ने अपने फैसले में कहा था कि ऐक्ट का सेक्शन 4 (3) असंवैधानिक है।
