चमोली । राष्ट्रीय बाल श्रम परियोजना तथा बाल एवं किशोर श्रम (निषेध एवं नियमन) अधिनियम 1986 के तहत गठित जिला टा स्कफोर्स समिति की बैठक मुख्य विकास अधिकारी हंसादत्त पांडे की अध्यक्षता में विकास भवन सभागार में संपन्न हुई, जिसमें परियोजना के अनुश्रवण, क्रियान्वयन एवं मूल्यांकन पर गहनता से चर्चा की गई। मुख्य विकास अधिकारी ने कहा कि राष्ट्रीय बाल श्रम परियोजना का उदेश्य जिले में बाल श्रमिकों की पहचान कर उनकों पुनर्वास, शिक्षा व प्रशिक्षण देकर जीवन की मुख्यधार से जोड़ना है। उन्होंने समिति को जिले में सभी बाल श्रमिकों की पहचान करने तथा उनके पुर्नवास व अनौपचारिक शिक्षा के लिए आवश्यक इंतेजाम सुनिश्चित करने के निर्देश दिए। समाज कल्याण अधिकारी को जिले में बाल संरक्षण गृह की स्थापना के लिए उचित स्थान चिन्हित करते हुए अवगत कराने के निर्देश दिए ताकि बाल मजदूरों को उचित संरक्षण दिया जा सके। कहा कि जब तक बाल गृह के लिए उचित स्थान चिन्हित न हो तब तक बाल श्रमिकों के पुर्नवास आश्रम पद्वति, कस्तूरबा गांधी एवं संस्कृत विद्यालयों में रखा जाए। श्रम अधिनियम के तहत सड़कों पर काम करने वाले मजदूरों के बच्चों के संरक्षण के लिए ठेकेदारों को पत्र प्रेषित कर आवश्यक कार्यवाही सुनिश्चित कराने के निर्देश श्रम अधिकारी को दिए। मुख्य विकास अधिकारी ने बाल मजदूरी को रोकने के लिए सख्त कार्यवाही अमल में लाने के निर्देश श्रम प्रर्वतन अधिकारी को दिए, ताकि बाल मजदूरी के खिलाफ समिति के माध्यम से उचित कार्यवाही की जा सके। श्रम प्रर्वतन अधिकारी ने राष्ट्रीय बाल श्रम परियोजना की जानकारी देते हुए कहा कि इसका उदेश्य विभिन्न प्रतिष्ठानों में 18 वर्ष से कम आयु वर्ग के बाल मजदूरों की पहचान करना, उन्हें कार्य से हटाकर विशेष स्कूलों में भर्ती करना तथा इन स्कूलों में उन्हें औपचारिक शिक्षा उपलब्ध कराना है। कहा कि परियोजना के तहत 5-8 आयु वर्ग के बच्चों को सर्व शिक्षा अभियान, 9-14 आयु वर्ग के बच्चों को एनसीएलपी के विशेष प्रशिक्षण केन्द्रों में सेतु शिक्षा तथा 14-18 आयु वर्ग के बच्चों को कौशल विकास कार्यक्रमों से जोडकर मुख्यधारा में लाना है। उन्होंने बताया कि सरकार द्वारा बाल श्रमिकों की पहचान करने तथा उनसे संबंधित मामलों को रिपोर्ट करने के लिए ‘पैंसिल पोर्टल‘ बनाया हुआ है। इस पोर्टल पर बाल श्रमिकों से संबंधित शिकायतों की प्रगति पर नजर रखी जा रही है और प्रत्येक रिहा करवाए गए बाल श्रमिक के पुनर्वास के संबंध में की गई कार्यवाही पर निगरानी रखी जा रही है। बताया कि दुकानों, ढाबों, व जलपान गृहों में बाल श्रमिकों की पहचान के लिए समय-सयम पर विशेष अभियान चलाकर निरीक्षण किया जा रहा है तथा बाल श्रम को रोकने के लिए शिविरों के माध्यम से लोगों का जागरूक किया जा रहा है। इस अवसर पर एसीएमओ डा0 दिनेश चैहान, पीडी प्रकाश रावत, जीएम डीआईसी डा0 एमएस सजवाण, जिला समाज कल्याण अधिकारी सुरेन्द्र लाल, श्रम प्रर्वतन अधिकारी जयपाल भेंटवाल, व्यापार मंडल के जिलाध्यक्ष प्रकाश चन्द्र मिश्रा, सीडब्लूसी की अध्यक्ष प्रभा रावत, हिमाद समिति के सचिव उमा शंकर बिष्ट, नव ज्योति महिला कल्याण समिति के सचिव महानन्द बिष्ट सहित समिति के अन्य सदस्य मौजूद थे।
