रायपुर (जनसंपर्क विभाग) । छत्तीसगढ़ उच्च न्यायालय, बिलासपुर के मुख्य न्यायाधीश रमेश सिन्हा हाईकोर्ट के मामलों की सुनवाई पश्चात् दिनांक २३ अगस्त २०२३ को औचक निरीक्षण हेतु भाटापारा तथा बलौदाबाजार पहुंचे। सर्वप्रथम उन्होंने भाटापारा व्यवहार न्यायालय का निरीक्षण किया निरीक्षण के समय न्यायिक अधिकारी प्रकरणों की सुनवाई कर रहे थे। न्यायालय परिसर में वाशरूम की व्यवस्था उचित नहीं पायी गयी। वहां पर उपस्थित प्रशासनिक अधिकारी द्वारा जानकारी दी गयी कि न्यायालय के नवीन भवन हेतु ६.२५ एकड़ भूमि शासन द्वारा आवंटित की जा चुकी है जिस पर ०६ नवीन कोर्ट रूम का निर्माण किया जाना है। पूछने पर यह भी बताया गया कि रिवाईस इस्टीमेट पी.डब्ल्यू.डी. विभाग द्वारा नहीं भेजा गया है इस कारण भवन निर्माण में होने वाली प्रक्रिया में विलंब हो रहा है। निरीक्षण के समय कलेक्टर चंदन कुमार, जिला बलौदाबाजार-भाटापारा के एसएसपी श्री दीपक कुमार झा उपस्थित थे। मुख्य न्यायाधीश ने उक्त संबंध में त्वरित कार्यवाही हेतु कलेक्टर चंदन कुमार को निर्देशित किया जिस पर कलेक्टर श्री चंदन कुमार ने दो दिवस के भीतर रिवाईस इस्टीमेट प्रस्तुत करने का आश्वासन दिया। भाटापारा के निरीक्षण उपरांत मुख्य न्यायाधीश सिन्हा जिला न्यायालय, बलौदाबाजार के औचक निरीक्षण हेतु पहुंचे। वहां पर साफ सफाई, वाहनों की पार्किंग, अधिवक्ताओं के बैठने की व्यवस्था व पक्षकारों का प्रतीक्षालय की व्यवस्था देखकर उन्होंने संतोष व्यक्त किया। न्यायालय की अधोसंरचना को न्यायालय की गरिमा के अनुरूप पाया गया। अधिवक्ताओं ने मुख्य न्यायाधीश का सम्मान किया। मुख्य न्यायाधीश ने अधिवक्ताओं से बातचीत की तथा उनसे उनकी समस्याएँ जानी तदुपरांत उन्होंने न्यायिक अधिकारियों के साथ बैठक भी ली तथा आवश्यक निर्देश दिये। औचक निरीक्षण में मुख्य न्यायाधीश के साथ रजिस्ट्रार जनरल अरविन्द कुमार वर्मा तथा एडिशनल रजिस्ट्रार कम पीपीएस एम.बी.एल.एन सुब्रहमन्यम भी उपस्थित रहे। उल्लेखनीय है कि मुख्य न्यायाधीश अपने कुछ माहों के कार्यकाल में ही राज्य के अधिकांश जिला न्यायालयों का भौतिक निरीक्षण करते हुए अधोसंरचना व व्यवस्था में सुधार हेतु अधिकारियों को आवश्यक निर्देश प्रदान किये हैं जिसके परिणामस्वरूप कार्य व्यवस्था में आमूल-चूल परिवर्तन भी दिखाई देना शुरू हो गया है।
