देहरादून (संवाददाता)। राज्य में कार्मिकों के वेतन-पेंशन के बढ़ते बोझ ने एक पखवाड़े बाद ही फिर बाजार से 250 करोड़ कर्ज उठाने को सरकार को मजबूर कर दिया। चालू माह में 500 करोड़ कर्ज लेने के बाद वित्तीय वर्ष के चार महीनों में कर्ज का आंकड़ा 1000 करोड़ पहुंच चुका है।
कर्ज लीजिए और घी पीजिए, सरकार के हालात कुछ इस कदर हैं। पहले सातवें वेतनमान, फिर एरियर, उसके बाद भत्तों के साथ ही महानुभावों पर बरसाई जा रही मेहर ने सरकारी खजाने पर बोझ बढ़ा दिया है। हालत ये ही कि कार्मिकों के वेतन, मानदेय, पेंशन समेत विभिन्न देयों पर जिसतरह खर्च बढ़ रहा है, उसकी तुलना में राज्य सरकार की आमदनी में इजाफा नहीं हो रहा। नतीजतन सरकार बाजार से कर्ज उठाने को विवश है। बामुश्किल बीते दो महीने सुकून से गुजरने के बाद सरकार के लिए फिर विषम हालात बन गए हैं। हालांकि सरकार ने चालू वित्तीय वर्ष 2019-20 के पहले महीने अप्रैल में ही 500 करोड़ कर्ज लिया था। अगले दो महीने मई और जून में सरकार को कर्ज नहीं लेना पड़ा। बीते जून माह में सरकार ने कार्मिकों के पेंशन व वेतन संबंधी कई फैसले लिए। इस वजह से सरकारी खजाने पर प्रति माह आर्थिक बोझ बढ़ चुका है। पहले हर महीने जो खर्च एक हजार करोड़ के करीब था, वह अब डेढ़ हजार करोड़ को पार कर गया है। हिमालयन कॉन्क्लेव के आयोजन का बोझ भी सरकार पर पड़ा है। सरकार ने इस माह की 16 तारीख को 250 करोड़ कर्ज लिया था। अब 15 दिन बाद ही मंगलवार को फिर 250 करोड़ कर्ज लिया है। अब तक सरकार 1000 करोड़ कर्ज ले चुकी है। वित्त सचिव अमित नेगी ने 250 करोड़ कर्ज लेने की पुष्टि की। उन्होंने कहा कि सरकार को विकास कार्यो के लिए धन की जरूरत पड़ती रहती है।
तिमाही ब्याज की दरें 7.9 फीसद
सरकार ने अपने कार्मिकों को सामान्य भविष्य निधि में जमा धनराशि पर तिमाही ब्याज की दरें 7.9 फीसद तय की हैं। उत्तराखंड सामान्य भविष्य निधि नियमावली 2006, अंशदायी भविष्य निधि नियमावली, उत्तरप्रदेश अंशदायी भविष्य निधि पेंशन नियमावली 1984 और उत्तराखंड में लागू अंशदायी पेंशन योजना के प्रावधानों के मुताबिक कार्मिकों व पेंशनरों के लिए तिमाही ब्याज दरें एक जुलाई, 2019 से लागू की गई हैं। ये 30 सितंबर तक लागू रहेंगी। इस संबंध में वित्त सचिव अमित नेगी ने आदेश जारी किए हैं।
