देहरादून (सूचना विभाग)। मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में सुराज, सुशासन, सरलीकरण एवं समाधान के संबंध में अनुभाग अधिकारियों के साथ चर्चा बैठक में प्रतिभाग किया। मुख्यमंत्री ने कहा कि सचिवालय प्रदेश का दर्पण है। यहीं से प्रदेश की दशा, दिशा एवं व्यवस्थाओं का नीति निर्धारण होता है। अनुभाग अधिकारी सचिवालय की महत्वपूर्ण कड़ी में शामिल होते हैं। चर्चा के दौरान अनुभाग अधिकारियों द्वारा अनेक महत्वपूर्ण सुझाव दिये गये। मुख्यमंत्री ने कहा कि सचिवालय में नई कार्य संस्कृति से कार्य हो, कार्यों के सफल संचालन के लिए अनुभागों में हर संभव सुविधा दी जायेगी। मुख्यमंत्री ने कहा कि अनुभागों में इस बात का विशेष ध्यान दिया जाए कि आमजन की समस्याओं के समाधान के लिए पत्रावलियों पर सकारात्मक नोटिंग हो। सचिवालय से लोगों को बहुत अपेक्षाएं होती हैं। पत्रावलियों पर सबके दृष्टिकोण अलग हो सकते हैं, इनके निस्तारण के लिए सकारात्मक दृष्टिकोण से हम अपना क्या योगदान दे सकते हैं, इस पर ध्यान दिया जाए। जनहित से जुड़ी किसी पत्रावली पर जब सकारात्मक निस्तारण होता है, तो इसका लाभ समाज के अंतिम पंक्ति पर खड़े लोगों को मिलता है। समाज के इन अंतिम पंक्ति के लोगों को ध्यान में रखते हुए कार्यों को आगे बढ़ाना होगा। जिन कार्मिकों को सचिवालय में सेवा करने का अवसर मिला है, उन पर अपने सकारात्मक दृष्टिकोण से अनेक लोगों का जीवन परिवर्तन करने का अवसर भी होता है। भगवान द्वारा दिये गये इस अवसर का लाभ जनहित के कार्यों से अवश्य लें। मुख्यमंत्री ने कहा कि बेहतर कार्यप्रणाली के लिए अनुभाग अधिकारियों को साल में एक बार प्रशिक्षण अवश्य दिया जाए। इसके अलावा जो अनुभाग अधिकारी कार्यों के बेहतर संपादन के लिए कोई अन्य प्रशिक्षण लेना चाहते हैं, उसकी भी व्यवस्था की जाए। अनुभाग अधिकारियों को जो अनुभाग दिये जाते हैं, उनसे संबंधित कार्यों की उन्हें बेहतर जानकारी हो, इसके लिए उन्हें कुछ दिन संबंधित विभाग के एचओडी ऑफिस में भेजा जाए, ताकि वे विभागों की कार्यप्रणाली को अच्छी तरह समझ पायें। सचिवालय में जो भी फरियादी आते हैं, उनका सही मार्गदर्शन हो, इसके लिए हैल्प डेस्क भी बनाया जाए। मुख्यमंत्री ने कहा कि सचिवालय में कार्यों के बेहतर क्रियान्वयन के लिए अनुभागों में सभी मुलभूत सुविधाएं उपलब्ध कराई जाए। यह सुनिश्चित किया जाए कि सचिवालय परिसर में स्वच्छता के साथ ही शौचालयों की अच्छी व्यवस्था हो। उन्होंने कहा कि उत्तराखण्ड को देश का अग्रणी राज्य बनाने में सबका सहयोग जरूरी है। सबके सामूहिक प्रयासों से राज्य का समग्र विकास किया जायेगा। मुख्य सचिव डॉ. एस.एस. संधु ने कहा कि किसी भी पत्रावली की शुरूआती नोटिंग बहुत महत्वपूर्ण होती है। फाइल में नोट लिखते समय उसमें नियम का उल्लेख जरूर किया जाए। कुछ ऐसे प्रस्ताव होते हैं, जो जनहित की दृष्टि से बहुत महत्वपूर्ण होते हैं। ऐसे प्रस्तावों में शुरूआती चरण से ही नोटिंग बहुत अच्छी तरह लिखी जाए। ऐसे प्रस्तावों में यदि कहीं नियमों में स्पष्ट उल्लेख न हो तो, इसका सकारात्मक समाधान क्या है, वह भी नोट में लिखा जाए। पत्रावलियों के निस्तारण से अधिक ध्यान उनके निस्तारण के लिए सकारात्मक नोट लिखने पर दिया जाए। उन्होंने कहा कि समयसमय पर अनुभाग अधिकारियों को फील्ड विजिट भी करवाया जायेगा। मुख्य सचिव ने कहा कि जनहित की दृष्टि से महत्वपूर्ण प्रकृति की फाइलों का पहले निस्तारण किया जाए। अपर मुख्य सचिव राधा रतूड़ी ने कहा कि कोई भी पत्रावली परामर्शी विभागों को भेजने से पूर्व यह सुनिश्चित किया जाए कि उसकी नोटिंग में परामर्श बिन्दु का स्पष्ट उल्लेख हो। उन्होंने कहा कि ईआफिस प्रणाली पर विशेष ध्यान दिया जा रहा है। बैठकों के लिए अब ईफाईल, ईमेल एवं व्हाट्सएप के माध्यम से संबंधित अधिकारियों को सूचना दी जायेगी। इस अवसर पर अनुभाग अधिकारियों ने भी अपने सुझाव दिये। अनुभाग अधिकारियों ने सुझाव दिया कि यदि कोई पत्रावली अनुभाग से अनु सचिव, उप सचिव एवं संयुक्त सचिव स्तर तक जाती है और उसमें उनके द्वारा कोई आपत्ति लगाई जाती है, तो वह पत्रावली वापस अनुभाग में भेज दी जाती है। वह पत्रावली उस स्तर से अपर सचिव एवं सचिव स्तर पर जानी चाहिए। जिस अधिकारी को फाईल नोटिंग में वार्ता लिखा जाता है, उच्च स्तर पर वही अधिकारी वार्ता के लिए जाए। फाइलों के त्वरित निस्तारण के लिए कार्यों को टाइम बाउंड करने का सुझाव भी अनुभाग अधिकारियों द्वारा दिया गया।
