स्वतंत्रता दिवस पर परेङ ग्राउंड देहरादून में माननीय मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत का सम्बोधन
मेरे प्यारे उत्तराखण्ड वासियों,
आजादी की 72 वीं वर्षगांठ पर, आप सभी को हार्दिक बधाई व शुभकामनाएं।
आज रक्षाबंधन का पावन पर्व भी है। आप सभी को रक्षाबन्धन की भी बहुत-बहुत बधाई।
मैं देश के लिये अपना सर्वस्व बलिदान करने वाले सभी स्वतंत्रता संग्राम सेनानियों और सैन्य व अर्धसैन्य बलों के शहीद जवानों को श्रद्धापूर्वक नमन करता हूं।
मैं उत्तराखण्ड राज्य निर्माण के सभी अमर शहीदों व आंदोलनकारियों को भी श्रद्धापूर्वक नमन करता हूं।
उत्तराखण्ड देवभूमि ही नहीं, वीरभूमि भी है। माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी ने उत्तराखण्ड को सैन्यधाम की संज्ञा दी है। हमारी सरकार शहीद सैनिकों के परिवार के एक सदस्य को सरकारी नौकरी में समायोजित कर रही है।
हमने समय-समय पर भयंकर आपदाओं की विभिषिका झेली है। वर्तमान में देश के बहुत से राज्य बाढ़ की दुश्वारियों से जूझ रहे हैं हम उनके कष्ट व पीड़ा को समझ सकते हैं। मुश्किल की इस घड़ी में हम उनके साथ हैं। प्रदेश के विभिन्न स्थानों पर जन धन की हानि हुई है। आपदा प्रभावितों को तत्काल राहत पहुंचाने का हर सम्भव प्रयास किया गया है।
साथियों,
शक्तिशाली व समृद्ध न्यू इंडिया के लिए इन वर्षों में जो ऐतिहासिक काम किए गए, उनके बारे में पहले कोई सोच भी नहीं सकता था। कौन सोच सकता था कि हमारे जम्मू कश्मीर के भाई बहनों को धारा 370 और 35-ए से आजादी मिलेगी। जम्मू-कश्मीर के लोग मुख्य धारा में शामिल होकर विकास की नई इबारत लिख सकेंगे। आज एक देश, एक विधान व एक निशान का संकल्प साकार हुआ है।
कौन सोच सकता था कि मुस्लिम महिलाओं को तत्काल तीन तलाक से हो रहे शोषण से आजादी मिल सकेगी। महिला सशक्तिकरण की दिशा में ये बहुत बङा कदम है।
कौन सोच सकता था कि आतंकवादियों को उनके घर में घुस कर मारा जा सकता है। भारत को दुनिया के सभी देशों का इतना समर्थन मिलेगा और हमारे पड़ोसी देश को अपने हर षड़यंत्र में मुंह की खानी पड़ेगी।
कौन सोच सकता था कि जी.एस.टी. के लिए सभी राज्यों में सहमति बन सकेगी। देश का हर घर बिजली से रोशन होगा। करोड़ों परिवारों को आयुष्मान योजना से स्वास्थ्य रक्षा कवच मिलेगा। उज्जवला योजना से हमारी माताओं-बहनों को धुंए से आजादी मिलेगी।
आज भारत अंतरिक्ष की एक बड़ी ताकत बन चुका है। सात सितम्बर को हम सभी उस ऐतिहासिक पल के साक्षी बनेंगे, जब हमारा चंद्रयान चंद्रमा की धरती पर उतरेगा।
देश हित के हर वो काम मुमकिन हुए जो पहले सम्भव नहीं लगते थे। ऐसा हुआ, मजबूत और दूरदर्शी नेतृत्व के कारण। मैं सभी प्रदेशवासियों की ओर से माननीय प्रधानमंत्री जी को बहुत-बहुत बधाई देना चाहता हूं। और उन्हें विश्वास दिलाता हूं कि इस प्रदेश का बच्चा-बच्चा, राष्ट्र हित में अपने प्रधानमंत्री जी के साथ है।
भाईयों व बहनों,हाल ही हमें बी.सी.सी.आई. से मान्यता मिली है। हमारे खिलाड़ी और खेल प्रेमी एक लम्बे समय से इसका इंतजार कर रहे थे। अब हमारी क्रिकेट प्रतिभाएं अपने प्रदेश से खेल सकेंगी। इसके लिए प्रयासरत रहे सभी लोगों, सभी खिलाड़ियों और खेल प्रेमियों को बधाई देता हूं।
उत्तराखण्ड को बी.सी.सी.आई से मान्यता, इस बात का प्रमाण है कि जब राजनीतिक पूर्वाग्रहों को दूर रखते हुए काम किया जाए तो उसका परिणाम सुखदायी होता है। हमारी सरकार राज्य के विकास में राजनीति को दूर रखने में विश्वास रखती है।
भाईयो और बहनो,
सबका साथ, सबका विकास व सबका विश्वास से हमें नए भारत का निर्माण करना है। प्रधानमंत्री जी के 5 ट्रिलियन डॉलर इकोनोमी के सपने को साकार करने के लिए हम सभी को एकजुट होकर निष्ठा के साथ काम करना होगा।
एक छोटा पर्वतीय राज्य होने पर भी हम न केवल देश की इकोलोजी बल्कि देश की इकोनोमी में भी अहम् योगदान कर रहे हैं। हाल ही में सम्पन्न हिमालयन कॉन्क्लेव में 11 हिमालयी राज्यों द्वारा पर्यावरण व जैवविविधता के संरक्षण के साथ देश की समृद्धि में योगदान के लिए ‘मसूरीसंकल्प’ पारित किया गया।
भाईयों/बहनों,
हम भ्रष्टाचार के खिलाफ धर्मयुद्ध लड़ रहे हैं। इसमें आप सभी का सहयोग बहुत जरूरी है। देवभूमि को भ्रष्टाचार से आजाद करने के लिए जल्द ही एक और कठोर कानून लाने जा रहे हैं।सीएम डैशबोर्ड ‘उत्कर्ष’, सीएम हेल्पलाईन 1905 और सेवा का अधिकार से कार्य संस्कृति में सुधार लाया जा रहा है। इसमें हमें काफी कामयाबी भी मिली है।
हम भारत सरकार के सहयोग से कनेक्टिविटी पर काफी काम कर रहे हैं। ऑल वेदर रोड़ व भारतमाला योजना पर तेजी से काम चल रहा है। डाटकाली टनल सहित कई परियोजनाओं का निर्माण समय से पहले पूरा कर अभी तक 300 करोड़ रूपए से अधिक बचाए जा चुके हैं। टिहरी में डोबरा-चांठी मोटर झुला पुल का काम मार्च 2020 तक पूरा कर लिया जाएगा।ऋषिकेश-कर्णप्रयाग रेलमार्ग पर काम प्रारम्भ कर दिया गया है। देवबंद-रूड़की रेलमार्ग, इस राज्य के विकास को एक नई गति प्रदान करेंगे। राज्य में 13 हेलीपोर्ट विकसित किए जा रहे हैं। जौलीग्रान्ट एयरपोर्ट को अंतर्राष्ट्रीय स्तर का बनाया जा रहा है।राज्य सरकार की पहल से उड़ान योजना के तहत देहरादून, पंतनगर व पिथौरागढ़ के लिए सस्ती हवाई सेवा प्रारम्भ कर दी गई है। आज देहरादून, देश के 23 शहरों से हवाई सेवा के माध्यम से जुड़ चुका है।
प्यारे उत्तराखंडवासियों,
हमारी कोशिश है कि स्कूली व उच्च शिक्षा की क्वालिटी में सुधार ला कर हमारे बच्चों की प्रतिस्पर्धात्मक क्षमता में सुधार लाया जाए। हमने सभी सरकारी विद्यालयों में एन.सी.ई.आर.टी. की पाठ्यपुस्तकें अनिवार्य करवायी हैं। कॉलेजों को स्मार्ट कैम्पस बनाया जा रहा है। आने वाली पीढ़ी अपनी भाषा व बोली से जुडे रहें इसके लिए भी कोशिश की जा रही है। पौड़ी में अनोखी पहल करते हुए गढ़वाली भाषा में पाठ्यपुस्तकें तैयार की गई हैं। जल्द ही अन्य बोलियों में भी किया जाएगा।
हमने बड़ी संख्या में पर्वतीय क्षेत्रों में डाक्टरों की तैनाती की है। पहले की तुलना में इनकी संख्या लगभग दोगुनी हो गई है। संस्थागत प्रसव, मातृत्व मृत्यु दर, शिशु मृत्यु दर, बालिका लिंगानुपात, टीकाकरण आदि तमाम हेल्थ इंडेक्स में बहुत सुधार हुआ है। स्वास्थ्य उप केंद्रों को हैल्थ एंड वैलनेस सेंटर के रूप में विकसित किया जा रहा है।
माननीय प्रधानमंत्री नरेंद्र मोदी जी के मार्गदर्शन में केदारनाथ धाम का पुनर्निर्माण करते हुए इसे पहले से भी अधिक भव्यता प्रदान की गई है। बद्रीनाथ धाम के लिए भी कार्ययोजना बनाई जा रही है। इस बार चारधाम व हेमकुण्ड साहिब के दर्शनों के लिए रिकार्ड संख्या में श्रद्धालु आए हैं।
अटल आयुष्मान योजना में राज्य के समस्त परिवारों को प्रतिवर्ष 5 लाख रूपए तक वार्षिक की निशुल्क चिकित्सा सुविधा उपलब्ध करवाई जा रही है। अभी तक 60 प्रतिशत परिवार कार्ड बनवा चुके हैं और 60 हजार से अधिक लाभार्थियों को निशुल्क उपचार की सुविधा दी जा चुकी है। आज हम घर-घर तक बिजली पहुंचा चुके हैं। उत्तर भारत में हम सबसे कम दरों पर बिजली दे रहे हैं।
प्रधानमंत्री जी ने जलशक्ति अभियान शुरू किया है। हम केंद्र के सहयोग से हर घर जल के लक्ष्य को हासिल करने के लिए संकल्पबद्ध हैं। नदियों व जलस्त्रोतों को पुनर्जीवित करने की पहल बड़े स्तर पर की गई है। मुझे खुशी है कि आम जन भी इसमें बढ़-चढ़कर हिस्सा ले रहे हैं।
भाईयो व बहनो,
विकास का लाभ दूरस्थ क्षेत्रों तक पहुंचाने व पलायन को रोकने के लिए ग्रामीण अर्थव्यवस्था को और मजबूत करना होगा।हमारी सरकार पर्वतीय क्षेत्रों में क्लस्टर आधारित एप्रोच पर ग्रोथ सेंटर विकसित कर रही है। 58 ग्रोथ सेंटरों को मंजूरी दी जा चुकी है।
महिला उद्यमिता को बढ़ावा देने के लिए महिला स्वयं सहायता समूहों को बिना ब्याज के 5 लाख रूपए तक का ऋण उपलब्ध करवाया जा रहा है। गत वर्ष केदारनाथ में 2 करोड़ रूपए से अधिक का प्रसाद महिला समूहों द्वारा बेचा गया। प्रदेश के 625 मंदिरों में प्रसाद योजना का विस्तार किया जा रहा है। हमारी सरकार ने ‘मुख्यमंत्री आंचल अमृत योजना’ शुरू की है। बीस हजार आंगनबाड़ी केंद्रों के ढ़ाई लाख बच्चों को निःशुल्क दूध उपलब्ध कराया जा रहा है।
उत्तराखण्ड में वर्ष 2022 तक किसानों की आय को दोगुना करने के लिए हम ‘मिट्टी से बाजार तक’ की रणनीति पर काम कर रहे हैं। समेकित सहकारी विकास परियोजना से लगभग 55 हजार लोगों को प्रत्यक्ष व अप्रत्यक्ष रोजगार मिलेगा। परम्परागत कृषि विकास योजना के पहले चरण में स्वीकृत 3900 जैविक क्लस्टरों में काम शुरू किया जा चुका है।प्रधानमंत्री किसान सम्मान निधि योजना में साढ़े पांच लाख किसान लाभान्वित हो चुके हैं। हम किसानों को बिना ब्याज के ऋण उपलब्ध करा रहे हैं। जिन किसान भाईयों के पास कृषि उपकरण नहीं हैं, उनके लिए हमने ‘‘फार्म मशीनरी बैंक’’ योजना शुरू की है। इसके लिए 80 फीसदी तक सब्सिडी उपलब्ध कराई जा रही है।
टिहरी झील में सी-प्लेन के संचालन के लिए एमओयू किया गया है। हम पिथौरागढ़ में देश का सबसे बड़ा ट्यूलिप गार्डन बनाने जा रहे हैं।
मेरे युवा साथियों,
हमारी सरकार ने यह वर्ष आपको समर्पित किया है। हमारी कोशिश है कि हम अपने युवाओं को अधिक से अधिक रोजगार के अवसर उपलब्ध करा सकें। हमारी प्रत्येक योजना में रोजगार व आजीविका संवर्धन सबसे महत्वपूर्ण पहलू होता है। हमने प्रदेश में सामान्य वर्ग के आर्थिक रूप से पिछड़ों के लिए 10 प्रतिशत आरक्षण की व्यवस्था की है।विभागों में रिक्त पड़े 18 हजार पदों पर भर्ती के लिए प्रक्रिया में तेजी लाने के निर्देश दिए गए हैं
देहरादून में कोस्ट गार्ड भर्ती सेंटर व रानी पोखरी में नेशनल लॉ यूनिवर्सिटी का शिलान्यास कर दिया गया है। डोईवाला में सीपेट शुरू किया जा चुका है जहां सौ फीसदी प्लेसमेंट मिल रहा है। वस्त्र मंत्रालय, भारत सरकार के सहयोग से अल्मोड़ा में सेंटर ऑफ एक्सीलेंस ऑन नेचुरल फाईबर की स्थापना की जा रही है। देश की पांचवी साइंस सिटी देहरादून में बनाई जा रही है। देश के पहले ड्रोन एप्लीकेशन प्रशिक्षण केंद्र एवं अनुसंधान प्रयोगशाला की स्थापना यहां की गई है। युवाओं को प्लेटफार्म उपलब्ध करवाने के लिए ‘स्टार्ट अप पॉलिसी’ लाई गई। हमारी सरकार के कार्यकाल में 11 हजार से अधिक उद्यमों की स्थापना हुई। इनमें लगभग 80 हजार लोगों को रोजगार मिला।इन्वेस्टर्स समिट के केवल 10 माह की अवधि में 16 हजार करोड़ रूपए से अधिक के निवेश की ग्राउंडिंग हो चुकी है जिससे लगभग 40 हजार लोगों को रोजगार मिलेगा।
हमने पाईननिडिल व अन्य बायोमास आधारित ऊर्जा उत्पादन नीति लागू की है। इसके तहत अभी तक 21 योजनाएं आवंटित की जा चुकी है। प्रदेश में ऐसे 6 हजार पिरूल संयंत्र स्थापित करने की योजना है। इससे लगभग 60 हजार लोगों को प्रत्यक्ष व परोक्ष रूप से रोजगार मिलेगा।
हमने संशोधित सौर ऊर्जा नीति 2018 जारी की है। इसमें 5 मेगावाट तक की सौर ऊर्जा परियोजना, पर्वतीय क्षेत्रों के स्थाई निवासियों के माध्यम से स्थापित की जा सकती हैं। अभी तक 208 लोगों को 148 मेगावाट की परियोजनाओं के आवंटनपत्र सौंपे जा चुके हैं।
हमने पर्यटन को उद्योग का दर्जा दिया है। ‘होम-स्टे’ के माध्यम से पर्यटन अब ग्रामीणों की आजीविका का साधन बन रहा है। 13 जिलों में 13 नए थीम बेस्ड डेस्टीनेशन विकसित कर रहे हैं।उत्तराखण्ड में माउंटेनियरिंग, रिवरराफ्टिंग, ट्रैकिंग, कैम्पिंग, पैराग्लाईडिंग, माउंटेन बाईकिंग आदि की बहुत सम्भावनाएं हैं। इसके लिए साहसिक पर्यटन का अलग से निदेशालय बनाया जा रहा है। वैलनैस टूरिज्म पर भी हम फोकस कर रहे हैं।
प्रदेश में फिल्मों की अधिक से अधिक शूटिंग हो, इसके लिए हमने राज्य में फिल्मों के अनुकूल माहौल बनाया है। यही कारण है कि भारत सरकार द्वारा ‘मोस्ट फ्रेंडली स्टेट फॉर फिल्म शूटिंग’ भी घोषित किया गया है।
हमने कृषि, उद्योग, पर्यटन, ऊर्जा, आई.टी. आदि में बहुत से इनिशिएटिव लिए हैं। मेरा सभी युवा मित्रों से अनुरोध है कि इन योजनाओं का अधिक से अधिक लाभ उठाएं।
भाईयों/बहनों,अब मैं स्वतंत्रता दिवस के शुभ अवसर पर कुछ घोषणाएं करने जा रहा हूं।
जैसा कि आप सभी को मालूम है कि वर्ष 2019 को रोजगार वर्ष के रूप में मना रहे हैं। सभी रिक्त सरकारी पदों पर समयबद्ध तरीके से भर्ती की जाएगी। इसकी मॉनिटरिंग के लिए कैबिनेट मंत्री की अध्यक्षता में टास्क फोर्स का गठन किया जाएगा। जो लोग पहले से संविदा में लगे हैं, उनके लिए अधिमान अंक की व्यवस्था की जाएगी।
महिला उद्यमियों को बढ़ावा देने के लिए ‘‘मुख्यमंत्री महिला उद्यमिता प्रोत्साहन योजना’’ शुरू करने जा रहे हैं। इसमें एक वर्ष में 5100 महिलाओं को कियोस्क बनाकर मसूरी, नैनीताल, केदारनाथ, बदरीनाथ आदि प्रमुख स्थलों में आवंटन किया जाएगा। एक कियोस्क से औसतन 4 महिलाओं को रोजगार मानें तो 20 हजार से अधिक महिलाओं को आजीविका का साधन मिलेगा। राज्य सरकार इनको बैकहैंड सपोर्ट उपलब्ध करवाएगी।
बुजुर्ग किसी भी समाज की अनमोल धरोहर होते हैं। उनका अनुभव व बुद्धिमत्ता परिवार, समाज व देश के लिए बहुत जरूरी होता है। बुजुर्गों की देखभाल हम सभी का परम दायित्व है। यह देखकर बड़ा दुख होता है कि बहुत से लोग अपने बुजुर्गों की उपेक्षा करते हैं। यह सब समाज में नैतिक व सामाजिक मूल्यों में गिरावट से होने लगा है। हम वृद्ध व्यक्तियों की देखभाल के लिए कानून लाने पर विचार कर रहे हैं।
‘‘मुख्यमंत्री प्रतिभा प्रोत्साहन योजना’’ के तहत टॉपर 25 बच्चों को सभी कोर्सेज में 50 प्रतिशत फीस की स्कॉलरशिप दी जाएगी।
‘‘देश को जानो योजना’’ के तहत कक्षा 10 के टॉप 25 रैंकर्स को भारत भ्रमण कराया जाएगा। ये सभी बच्चे उत्तराखण्ड बोर्ड के होंगे। एक भ्रमण इनका हवाई जहाज से भी होगा। इससे बच्चों को अपने देश के बारे में जानने को मिलेगा। भारत के विभिन्न प्रान्तों की संस्कृति, इतिहास, रहन सहन, खान-पान आदि के बारे में जानने का मौका मिलेगा।
अनुसूचित जाति, अनुसूचित जनजाति आश्रम पद्धति के विद्यार्थियों के भोजन भत्ते को 3000 रूपए प्रति माह से बढाकर 4500 रूपए प्रति माह कर रहे हैं।
राज्य में सर्विस सेक्टर को बढ़ावा देने के लिए सरकार प्रायसरत है। शीघ्र ही वेलनेस योगा, आयुर्वेद व पर्यटन पर आधारित संयुक्त रूप से एक समिट का आयोजन किया जायेगा।
प्रदेश के समस्त विद्यालयों में फर्नीचर, वाटर सप्लाई, टॉयलेट, कंप्यूटर, लाइब्रेरी और लैब की व्यवस्था को चरणबद्ध तरीके से 2022 तक पूर्ण किया जाएगा।
2020 तक प्रदेश की समस्त सहकारी समितियों को कंप्यूटरीकृत किया जाएगा।

हम उत्तराखण्ड को भ्रष्टाचार मुक्त व्यवस्था देने व हर उत्तराखण्डी के जीवन में खुशहाली लाने का हर सम्भव प्रयास कर रहे हैं। हमारी कोशिश है कि इनकम इंडेक्स के साथ हैप्पीनेस इंडेक्स में भी हम आगे रहें। आईए हम सभी मिलकर एक भारत-श्रेष्ठ भारत के लिए अपने योगदान की आहुति दें।
