उत्तराखंड की बंजर भूमि सोना उगलेगी
देहरादून (संवाददाता) । यदि सब कुछ सही रहा और सरकार की नयी योजना परवान चढ़ी तो आने वाले समय में उत्तराखंड की बंजर भूमि सोना उगलेगी। सरकार प्रदेश में बंजर पड़ी तकरीबन 3.19 लाख हेक्टेयर भूमि को लीज पर देने जा रही है। राज्य सरकार ने लैंड लीज पोर्टल के जरिए निवेशकों से ऑनलाइन आवेदन आमंत्रित किए हैं। इससे देश भर से यहां निवेश करने वालों को बुलाया गया है। सूत्रों की मानें, राज्य में 3.19 लाख हेक्टेयर भूमि बंजर पड़ी है। इनमें वह भूमि भी शामिल है, जहां कल तक धान, गेहूं समेत बड़े पैमाने पर फल और सब्जियों का उत्पादन होता था। इसके साथ ही यहां पलायन की शुरूआत हो गयी। देखते ही देखते पहाड़ के तमाम गांव खाली हो गये। पलायन की यह भयावह तस्वीर सरकार को भी झकझोर रही है। इसी को देखते हुए सरकार ने यह योजना तैयार की है। सरकारी सूत्रों की माने में उत्तराखंड की समशीतोष्ण जलवायु निवेशकों को अपनी ओर आकर्षित कर रही है। यहां मौसमी और बेमौसमी सभी प्रकार की फसलों का उत्पादन होता है। सेब, अमरूद, अखरोट, आड़ू, खुमानी और काफल का भी बड़े पैमाने पर उत्पादन होता है। खास बात यह है कि पलायन के चलते पूरा पहाड़ खाली हो रहा है। शिक्षा, स्वास्थ्य और रोजगार के लिए पहाड़ी क्षेत्रों से मैदानी क्षेत्रों में तेजी से पलायन होने से खेती भी बंजर हो रही है। सांख्यकीय विभाग की मानें, तो अब तक प्रदेश के करीब दो हजार गांव खाली हो चुके हैं। इन गांवों को निवेशकों के जरिए नया जीवन देने के लिए सरकार काम कर रही है। इसी के तहत सरकार इस भूमि को लीज पर देने जा रही है। संभावना जताई जा रही है कि आने वाले दो माह में योजना पर काम शुरू हो जाएगा। इस दिशा में कृषि और उद्यान विभाग ने संयुक्त रूप से कार्य योजना तैयार की है। कृषि एवं उद्यान मंत्री के दिशा निर्देश पर बंजर भूमि का चिन्हीकरण शुरू कर दिया गया है। सरकार का लक्ष्य है कि किसानों की आय दोगुनी हो। अब देखना यह है कि सरकार की यह योजना कहां तक रंग लाती है। कृषि निदेशक देहरादून गौरी शंकर सिंह का कहना है कि किसानों की आय को दोगुना करने के लिए केंद्र सरकार के कार्यक्रमों पर तेजी से काम किया जा रहा है। बंजर भूमि को भी लीज पर देने का सरकार ने निर्णय लिया है। योजना पर काम चल रहा है। इसके लिए पोर्टल पर आवेदन मांगे जा रहे हैं। जैसे ही सरकार के पास आवेदन पहुंच जाऐंंगे तो इसके अगले चरण पर काम शुरू किया जाएगा।
