देहरादून (संवाददाता)। प्रदेश की जेलों में क्षमता से अधिक कैदियों को रखने के लिए जगह की कमी के चलते अब छह जगह नई जेल खोलने की तैयारी है। इसके तहत चंपावत व पिथौरागढ़ में जेल बनाने का काम शुरू हो चुका है। उत्तरकाशी, बागेश्वर और ऊधमसिंह नगर में जमीन का चयन हो चुका है और रूद्रप्रयाग में भी भूमि चयन को अंतिम रूप दिया जाना शेष है। इनके लिए मौजूदा बजट में दस करोड़ की व्यवस्था भी की गई है। आचार संहिता समाप्त होने के बाद मई में इन जेलों को खोलने की कवायद तेज की जाएगी। प्रदेश में अभी जेलों की स्थिति बहुत बेहतर नहीं है। आलम यह है कि प्रदेश की अधिकांश जेलों में क्षमता से अधिक कैदी हैं। कहीं कहीं यह आंकड़ा क्षमता से चार गुना तक पहुंच रहा है। इन जेलों की बैरेक कैदियों के लिए छोटी पड़ रही हैं। लोकसभा चुनावों के चलते बीते माह तो इन जेलों में कैदियों की संख्या बहुत अधिक बढ़ गई थी। इस दौरान गैर जमानती धाराओं और मादक पदार्थों की तस्करी में लिप्त पाए गए एक हजार से अधिक आरोपित जेल में डाले गए। हालांकि, मतदान के बाद इनमें से अधिकांश बाहर आ चुके हैं। बावजूद इसके जेलों में अभी भी जो कैदी हैं उन्हें बैरेकों में पांव फैलाने को बमुश्किल जगह मिल पा रही है। ऐसा नहीं है कि यह हालात अभी बने, यह स्थिति काफी पहले से चली आ रही है। दरअसल, प्रदेश में अभी कुल 11 जेल हैं। इनमें नौ जिला जेल और दो उप जेल यानी उप कारागार हैं। इन सबकी क्षमता कुल मिलाकर 3420 हैं। यानी यहां इतने कैदी रखे जा सकते हैं। इसके सापेक्ष इन जेलों में 5814 कैदी बंद हैं। सबसे अधिक बोझ देहरादून, हरिद्वार व हल्द्वानी की जेलों पर हैं। जबकि, चमोली, पौड़ी और टिहरी जेल में क्षमता से कम कैदी हैं। जेलों में क्षमता से अधिक कैदी का मसला सदन में भी उठ चुका है। सरकार भी छह जिलों में नई जेल खोलने की घोषणा कर चुकी है। जहां भूमि चयन हुआ है वहां मई के बाद निर्माण कार्य शुरू होने की उम्मीद जताई जा रही है।
