हल्द्वानी (संवाददाता)। तीन बार बड़ी बाढ़ झेल चुके गौला बैराज की सिल (देहरी) आज बदहाल स्थिति में पहुंच चुकी है। सिल के पूरी तरह क्षतिग्रस्त होने से रोजाना पांच लाख लीटर पानी बैराज से लीक होकर बर्बाद हो रहा है। इसकी मरम्मत के लिए अनदेखी का हाल यह है कि बैराज को 43 साल में शासन से मरम्मत के लिए सिर्फ एक बार पैसा मिला है। सिंचाई विभाग के अधिकारियों का कहना है कि अगर शासन ने सिल और गेटों की मरम्मत के लिए पैसा नहीं दिया तो बैराज बर्बाद हो जाएगा। गौला बैराज का साल 1975 में लोकार्पण किया गया था। 43 साल के इस बैराज के छह गेटों को 2010 में अतिवृष्टि के कारण नुकसान पहुंचा था। बैराज की सिल ग्रेनाइट के मजबूत पत्थरों से बनाई जाती है। पहाड़ों में भारी बरसात के कारण आने वाले बोल्डरों का भार सिल ही झेलती है। दरअसल सिल के ऊपर ही बैराज के गेट रुकते हैं। यही सिल पेयजल और सिंचाई के लिए पानी रोककर तालाब बनाते हैं। सिंचाई विभाग के मुख्य अभियंता एमसी पांडे का कहना है कि सिल खत्म होने का सबसे बड़ा नुकसान यह होगा कि पानी इक_ा कर जो तालाब बनाया गया है, वह समाप्त हो जाएगा और सारा पानी गेटों के नीचे से बह निकलेगा। मुख्य अभियंता एमसी पांडे का कहना है कि वर्ष 1995 और 2013 में भी भारी बाढ़ से बैराज की सिल क्षतिग्रस्त हुई। 2013 में तो अतिवृष्टि के कारण गौला में 1.20 लाख क्यूसेक पानी आया था। दोनों सालों में बोल्डरों से सिल क्षतिग्रस्त हो गई थी। तब विभाग ने शासन से धन मांगा तो शासन ने धन नहीं दिया। मुख्य अभियंता पांडे का कहना है कि सिल पर ही बैराज के गेट पानी को रोकते हैं। अगर सिल क्षतिग्रस्त हुई तो गेटों से पानी लीक होना शुरू हो जाता है। आजकल यही हो रहा है। अगर धन नहीं मिला तो सिल नष्ट हो जाएगी और बैराज में बनाया तालाब नष्ट हो जाएगा।
17 करोड़ का प्रस्ताव 4.75 करोड़ का किया
सिंचाई विभाग के मुख्य अभियंता पांडे ने बताया कि शासन को गौला बैराज की मरम्मत के लिए 17 करोड़ रुपये का प्रस्ताव भेजा था। इसे शासन की टेक्निकल एडवाइजरी कमेटी की बैठक में 4.75 करोड़ रुपये कर दिया गया। वित्त व्यय समिति ने अभी इस प्रस्ताव को भी ओके नहीं किया है।
