देहरादून (संवाददाता)। पंचायती रुल एंड जेंडर अवेयरनेस ट्रेनिंग इंस्टीट्यूट(प्रगति) संस्था और ताइवान फाउंडेशन फॉर डेमोक्रेसी (टीएफडी) के सहयोग से लोकतंत्र परिवर्तन में महिलाओं की भूमिका विषय पर सेमिनार आयोजित किया गया। जिसमें वक्ताओं ने महिला अधिकारों और कानूनी जानकारी के बारे में माहिलाओं को विस्तार से जानकारी दी। मंगलवार को राजपुर रोड स्थित रुलक सभागार में दो दिवसीय सेमिनार का शुभारंभ महिला कल्याण एंव बाल विकास मंत्री रेखा आर्य और जिला विधिक सेवा प्राधिकरण की सचिव नेहा कुशवाह ने संयुक्त रूप से दीप जलाकर किया। सेमिनार में नगर निगम की महिला पार्षद, बीडीसी सदस्य और विभिन्न स्वंय सेवी संस्थाओं से जुड़ी महिलाओं ने भाग लिया। महिलाओं को संबोधित करते हुए राज्य मंत्री रेखा आर्य ने कहा कि संविधान में पुरुषों और महिलाओं दोनों को समान अधिकार दिए गए है। लेकिन महिलाएं आज भी विकास के समान लाभों को प्राप्त करने में असफल रही है। इसके पीछे सबसे बड़ी वजह शैक्षिक और आर्थिक क्षेत्रों में महिलाओं का पिछडऩा है। कहा कि महिलाए निश्चित रूप से लोकतंत्र परिवर्तन में अहम भूमिका निभा सकती है। लेकिन इसके लिए उन्हे अपने अधिकारों और कर्तव्यों के बारे में जागरुक होना होगा। प्रदेश सरकार महिला हितों में सहभागिता सुनिश्चित करने को प्रयासरत है। पंचायतों में महिलाओं को 50 प्रतिशत आरक्षण दिया गया है लेकिन लोकसभा और विधानसभा में महिलाओं का 33 प्रतिशत आरक्षण संबंधी विधेयक लंबित है। जिला विधिव सेवा प्राधिकरण की सचिव नेहा कुशवाह ने महिला अधिकारों, कानूनी सहायता, नैतिक जिम्मेदारी, महिला हिंसा, पोक्सो एक्ट आदि विषयों पर विस्तार से चर्चा की। इस दौरान प्रगति संस्था की सचिव रेखा पुंडीर, पदमश्री अर्वाड से सम्मानित और रुलक के अध्यक्ष अवधेश कौशल, सरोजनी सेमवाल, ज्योत सिंह, आंकाक्षा आदि मौजूद रहे। राज्य मंत्री के सामने रखी मानदेय की मांग:- राज्य मंत्री रेखा आर्य के सामने नगर निगम महिला पार्षदों ने मानदेय की बात रखी। पार्षदों ने कहा कि खर्चे के लिए पति से पैसे मांगने पड़ते हैं। लिहाजा अन्य राज्यों की तर्ज पर प्रदेश में भी पार्षदों के लिए मानदेय की व्यवस्था की जाए। वार्ड नंबर 15 की पार्षद कमला कोहली ने कहा कि वह इस मामले को सदन में उठाए। इस दौरान राज्य मंत्री रेखा आर्य ने कहा कि महिला पार्षद ज्ञापन बनाकर विभागीय मंत्री से वार्ता करें। महिला हितों जुड़े इस इस मामले में सीएम से वार्ता कर सहयोग किया जाएगा। साथ ही विभिन्न योजनाओं में आय प्रमाण पत्र बनाने में आ रही समस्याओं के सवाल के जबाव में उन्होंने कहा कि जल्द 40 हजार रुपए तक के आय प्रमाण पत्र बनाने के नियमों में बदलाव किया जाएगा।
