रायपुर (संवाददाता)। मुख्यमंत्री भूपेश बघेल ने कहा है कि छत्तीसगढ़ सरकार द्वारा शुरू की गई सुराजी गांव योजना और गोधन न्याय योजना से गांव और ग्रामीणों के जीवन में एक नया बदलाव दिखाई देने लगा है। इन योजनाओं से ग्रामीणों और किसानों को संबल मिला है और ये ग्रामीण अर्थव्यवस्था के लिए संजीवनी साबित हो रही है। मुख्यमंत्री भूपेश बघेल ने यह बातें आज अपने निवास कार्यालय में, गोधन न्याय योजना के तहत राशि अंतरण के वर्चुअल कार्यक्रम को सम्बोधित करते हुए कहीं। मुख्यमंत्री ने कहा कि राष्ट्रपिता महात्मा गांधी ने मजबूत और स्वावलंबी गांवों का सपना देखा था, उनका सपना आज छत्तीसगढ़ में साकार हो रहा हैै। छत्तीसगढ़ के गांव आज स्वावलंबन की दिशा में तेजी से आगे बढ़ रहे हैं। कार्यक्रम में गृह मंत्री ताम्रध्वज साहू, कृषि एवं जल संसाधन रविन्द्र चौबे, मुख्य सचिव अमिताभ जैन, मुख्यमंत्री के अपर मुख्य सचिव सुब्रत साहू सहित अन्य वरिष्ठ अधिकारी उपस्थित थे।
मुख्यमंत्री भूपेश बघेल ने इस मौके पर गोधन न्याय योजना के तहत कुल 9.83 करोड़ रूपए की राशि का ऑनलाइन अंतरण किया, जिसमें गोबर विक्रेताओं को 48 लाख रूपए तथा गौठान समितियों व महिला स्व-सहायता समूहों को लाभांश के रूप में 9.35 करोड़ रूपए की राशि शामिल है। मुख्यमंत्री ने इस अवसर पर राज्य के पशुपालक किसानों, गौठान समितियों और महिला स्व-सहायता समूह की सदस्य महिलाओं को बधाई और शुभकामनाएं देते हुए कहा कि हमारे लिए यह बेहद खुशी की बात है कि गौठान अब तेजी से स्वावलंबी बन रहे हैं। उन्होंने कहा कि गोधन न्याय योजना को शुरू किए अभी एक साल भी नहीं हुआ है। हमारे 1160 गौठान स्वावलंबी हो चुके है, जो अपनी आय से अब स्वयं गोबर खरीद रहे हैं और महिला स्व-सहायता समूहों के माध्यम से वर्मी कम्पोस्ट और सुपर कम्पोस्ट का उत्पादन करने लगे हैं। मुख्यमंत्री ने कहा कि गौठान और गोधन न्याय योजना का सीधा संबंध खेती से है। यह व्यवस्था जितनी मजबूत होगी हमारी खेती-किसानी और किसान उतने ही समृद्ध होंगे। उन्होंने इस मौके पर राज्य के किसान भाईयों से राज्य में संचालित पशुओं के रोका-छेका अभियान में सक्रिय भागीदारी निभाने और गौठानों में निर्मित वर्मी कम्पोस्ट और सुपर कम्पोस्ट का उपयोग खेतों में करने की अपील की। उन्होंने गौठानों में पशुओं के हरे चारे की व्यवस्था के लिए चारागाह में नेपियर घास लगाने का भी आव्हान किया।
कृषि मंत्री रविन्द्र चौबे ने कहा कि छत्तीसगढ़ सरकार की गोधन न्याय योजना एक महत्वपूर्ण और महत्वाकांक्षी योजना है। इस योजना की प्रशंसा पार्लियामेंट की स्वच्छ भारत मिशन कमेटी एवं जैविक खाद कमेटी ने की है। उन्होंने कहा कि राज्य में अब तक 48.56 लाख क्विंटल गोबर की खरीदी की गई है। इससे लगभग 19 लाख क्विंटल वर्मी और सुपर कम्पोस्ट का उत्पादन संभावित है, जो कि क्रय गोबर की मात्रा का लगभग 40 प्रतिशत है। मंत्री चौबे ने कहा कि अब तक 8 लाख क्विंटल वर्मी एवं सुपर कम्पोस्ट गौठानों में तैयार हो चुका है। आज की स्थिति में 60 हजार भरे टाकों से वर्मी कम्पोस्ट की छनाई और पैकेजिंग का काम चल रहा हैं। अब तक 40 करोड़ रूपए की वर्मी कम्पोस्ट बिक चुकी है। उन्होंने कहा कि गौठान समितियों और महिला स्व-सहायता समूहों को इस योजना के तहत लाभांश के रूप में लगभग 29 करोड़ रूपए का भुगतान किया जा चुका है। गौठानों से जुड़े स्व-सहायता समूह की 85 हजार से अधिक ग्रामीण महिलाएं वर्मी कम्पोस्ट एवं अन्य उत्पादों का निर्माण व आय मूलक गतिविधियों का संचालन कर अब तक 43.49 करोड़ रूपए की आय अर्जित कर चुकी है। उन्होंने कहा कि समूहों की आय और उनके लाभांश की राशि से ज्यादा महत्वपूर्ण महिलाओं का आत्मविश्वास और उनकी आत्मनिर्भरता है। यह छत्तीसगढ़ राज्य के लिए एक बड़ी उपलब्धि है।
कार्यक्रम के प्रारंभ में कृषि उत्पादन आयुक्त डॉ. एम. गीता ने पावर प्वाइंट प्रजेंटेशन के माध्यम से गोधन न्याय योजना की अब तक उपलब्धि के बारे में जानकारी दी। उन्होंने बताया कि राज्य में 10,080 गौठान के निर्माण की स्वीकृति दी गई है, जिसमें से 5847 गौठान निर्मित और सक्रिय हो चुकेे हैं। इस योजना के तहत गोबर विक्रेताओं, गौठान समितियों एवं वर्मी कम्पोस्ट बनाने वाली महिला समूहों को कुल 125 करोड़ 97 लाख रूपए का भुगतान किया जा चुका है। जिसका सीधा लाभ एक लाख 70 हजार से अधिक पशुपालक किसानों, अन्य पिछड़ा वर्ग, अनुसूचित जाति, अनुसूचित जनजाति वर्ग के लोगों, महिलाओं एवं भूमिहीन को मिला है। उन्होंने प्रदेश में रोका-छेका और पशु नस्ल सुधार के लिए संचालित कार्यक्रम की प्रगति की जानकारी भी दी।
