रायपुर (जनसम्पर्क विभाग)। बात जुलाई 1984 की है, जब देश के पूर्व प्रधानमंत्री राजीव गांधी तत्कालीन मध्यप्रदेश के सोनहत ब्लॉक के ग्राम कटगोड़ी में अचानक हेलीकॉप्टर से उतरे थे। तब वे थोड़े समय के लिए पास के गांव आनंदपुर में कार से पहुंचे थे। उस दौरान श्रीमती सोनिया गांधी और राहुल तथा प्रियंका गांधी भी उनके साथ थे। 
इसी दरम्यान गांव में निवासरत विशेष पिछड़ी पंडो जनजाति के रामचरण साय और उनकी पत्नी श्रीमती कुंती साय के पास कार रुकवाकर उन्हें इशारे से अपने पास बुलाया। उन्होंने कार रोककर उनसे हालचाल पूछा और दंपति को पीपल का पौधा भेंट किया था। पीपल भेंट करते हुए राजीव गांधी ने रामचरण दंपत्ति को उसकी लगाकर अच्छे से देखभाल करते हुए बड़ा करने को भी कहा था। रामचरण और उनकी पत्नी ने ऐसा ही किया। तत्कालीन प्रधानमंत्री द्वारा दिए गए प्रकृति के अनुपम उपहार को अपनी संतान की तरह सहेजकर रखा और आज 38 साल बाद वही पीपल का पौधा लगभग सवा सौ फीट ऊंचे विशाल पेड़ का रूप ले चुका है। रामचरण साय और उनकी पत्नी कुंती बाई तो आज जीवित नहीं है, लेकिन वह पीपल का पेड़ पूरी तरुणाई पर है। घने पेड़ की छांव में पंछियों की कई पीढ़ियां आश्रय ले चुकी हैं, तो पेड़ गांव के विकास और वनवासियों की पर्यावरण संरक्षण पहचान का भी जीता-जागता सबूत बन खड़ा है। स्वर्गीय रामचरण साय के पोते फूलसाय पंडो को इसकी ज्यादा कुछ जानकारी तो नहीं है। बस इतना बताया कि उनकी दादी कुंती बाई अक्सर यह कहती थीं ‘यह पीपल का पेड़ राजीव जी की याद और हमारी पुरखौती की निशानी है और इसका जतन अपने बच्चे की तरह करना। इस तरह देश के पूर्व प्रधानमंत्री ने खुद इसके जरिए गांव को हरा-भरा रखने का संदेश दिया था। मिल साय की बूढ़ी आंखों में आज भी समाई है 38 साल पुरानी यादें, राजीव गांधी को भेंट की थी सिद्धा फल की माला – इसी गांव के 64 वर्षीय ग्राम पटेल मिल साय ने अपनी धुंधली यादों को ताजा करते हुए बताया कि आज से लगभग 38 साल पहले, वर्ष 1984 में ग्राम कटगोड़ी के स्कूल मैदान में राजीव गांधी का हेलीकॉप्टर उतरा था। 
कुछ समय के लिए उन्होंने वन विभाग के रेस्ट हाउस में विश्राम किया। इसी बीच वन विभाग में कार्यरत फायर वॉचर मिल साय ने सिद्धा फल (एक तरह का औषधीय पौधे का फल) की माला बनाकर राजीव गांधी को पहनाई। इस पर उन्होंने पूछा कि क्या यह फल खाया भी जाता है? मिल साय ने बताया कि इसे खाया नहीं जाता। आदिवासी इसका प्रयोग बुरी बलाओं से बचाने के लिए इसकी माला पहनते हैं। इस पर राजीव जी ने मुस्कुराया। अपने जेहन पर जोर देते हुए साय ने बताया कि उनके साथ उनकी पत्नी सोनिया गांधी और बच्चे राहुल व प्रियंका गांधी भी उस दिन साथ में थे। आनंदपुर के ही अधेड़ ग्रामीण यु लगभग 9-10 साल की रही होगी।
जब मुख्यमंत्री ने मिल साय और लवांगो बाई अपने बगल से बैठाया –
आज ग्राम पंचायत रजौली में आयोजित भेंट मुलाकात कार्यक्रम में जब मुख्यमंत्री को यह पता चला कि आनंदपुर के ग्राम पटेल श्री साय ने श्री राजीव गांधी को सिद्धा फल की माला पहनाई थी, तो उन्होंने उत्सुकतावश श्री मिल साय और उनकी बहन लवांगो बाई को अपने पास बुलवाकर बगल में बैठाया। दोनों से कुछ देर तक चर्चा भी की। इसके बाद मंच से दोनों भाई बहनों का परिचय कराते हुए कहा कि हमने तो श्री राजीव गांधी को दूर से देखा था, लेकिन इनका सौभाग्य देखिए, कि मिल साय जी ने उन्हें माला पहनाई और बहन ने रेस्ट हाउस में उन्हें भोजन परोसा। इसके अलावा रामचरण साय के पोते श्री फूल साय ने मुख्यमंत्री को श्री राजीव गांधी की तस्वीर भेंट करते हुए कहा कि पूर्व प्रधानमंत्री द्वारा दिया हुआ पीपल का पौधा आज विशाल वृक्ष की शक्ल ले चुका है, जिस पर मुख्यमंत्री ने उस पेड़ को भविष्य में भी धरोहर के तौर पर सहेजने की बात कही। पंचायती राज के प्रबल समर्थक थे श्री राजीव गांधी, सपनों को साकार कर रही छत्तीसगढ़ सरकार “भारत की आत्मा गांवों में निवास करती है और उसे पंचायती राज के जरिए मूर्त रूप दिया जा सकता है” इसी मूलमंत्र के साथ देश के पूर्व प्रधानमंत्री श्री राजीव गांधी ने इस मॉडल को अस्तित्व में लाया। प्रदेश सरकार पंचायती राज के उद्देश्यों को पूरे करते हुए सफलतापूर्वक आगे बढ़ रही है। मुख्यमंत्री श्री भूपेश बघेल की भेंट मुलाकात कार्यक्रम भी पूर्व प्रधानमंत्री गांधी की इसी सकारात्मक नवाचारी सोच का हिस्सा है, जहां वे धरातल पर इसके क्रियान्वयन को परख रहे हैं। गॉंवों के विकास से ही बनेगा समृद्ध- शक्तिशाली भारत’- पूर्व प्रधानमंत्री श्री राजीव गांधी की इस सोच को लेकर ही छत्तीसगढ़ की भूपेश सरकार काम कर रही है। स्वर्गीय राजीव गांधी की सोच थी कि जब तक गॉव के किसान, गरीब भूमिहीन मजदूर, वनवासियों लोगों के जीवन स्तर में बदलाव करने वाली योजनाएं और कार्यक्रमो का ईमानदारी और सजगता से क्रियान्वयन नही होगा तब तक भारत का विकास संभव नही है। किसानों की ऋण माफी से लेकर गोबर खरीदी और गौठानों को रूरल इंडस्ट्रियल पार्क के रूप में विकसित करने, भूमिहीन मजदूरों को सात हजार रुपये की सालाना सहायता जैसी कई योजनाएं राज्य सरकार ने चला रखी है, जिनसे किसानों, मजदूरों, भूमिहीनों की तरक्की और उन्हें गॉंव में ही रोजगार के अवसर मुहैया कराने से आज छत्तीसगढ़ के गॉंवों और ग्रामीणों के हालात तेज़ी से बदल रहे है। भारत की आत्मा गांवों में निवास करती है और उसे पंचायती राज के जरिए मूर्त रूप दिया जा सकता है” इसी मूलमंत्र के साथ देश के पूर्व प्रधानमंत्री श्री राजीव गांधी ने पंचायती राज मॉडल को अस्तित्व में लाया था। आज मुख्यमंत्री श्री बघेल के नेतृत्व में प्रदेश सरकार पंचायती राज के उद्देश्यों को पूरे करते हुए सफलतापूर्वक आगे बढ़ रही है। मुख्यमंत्री श्री भूपेश बघेल की भेंट मुलाकात कार्यक्रम भी पूर्व प्रधानमंत्री गांधी की इसी सकारात्मक नवाचारी सोच का हिस्सा है, जहां वे धरातल पर इसके क्रियान्वयन को परख रहे हैं। लगभग एक पीढ़ी बीतने को है पर आंनदपुर गांव के लोग आज भी पूर्व प्रधानमंत्री स्वर्गीय श्री राजीव गांधी का पूरे परिवार के साथ गांव आना और उनका मिलनसार व्यवहार नही भूले हैं। रामब्रिज ने कहा कि पूर्व प्रधानमंत्री राजीव गांधी की तरह ही हमारे मुख्यमंत्री भी गांव गरीब किसान मजदूर की चिंता करते है। गोबर खरीद कर भी लोगो को रोजगार और पैसा दिलाया जा सकता है, ऐसी सोच केवल एक संवेदनशील मुख्यमंत्री की ही हो सकती है। उन्होंने कहा कि गोबर बेचकर आज कोई गाड़ी खरीद रहा है ,कोई पत्नी के लिए गहने। कोई घर पक्का करा रहा है तो कोई बच्चों की पढ़ाई के लिये पैसा खर्च कर रहा है। छत्तीसगढ़ सरकार की योजनाओं ने हर आदमी का जीवन सरल किया है , पारिवारिक समरसता भी बढ़ी है ।
