देहरादून (सू0वि0)। प्रधानमंत्री नरेन्द्र मोदी ने उत्तराखंड में एम्स ऋषिकेश में आयोजित होने वाले एक कार्यक्रम में 35 राज्यों और केन्द्रशासित प्रदेशों में पीएम केयर्स के तहत स्थापित 35 पीएसए ऑक्सीजन संयंत्र राष्ट्र को समर्पित किये। इससे देश के सभी जिलों में अब पीएसए ऑक्सीजन संयंत्र चालू हो गए हैं।नवरात्रि के प्रथम दिन देवभूमि उत्तराखण्ड आना सौभाग्यः प्रधानमंत्री
प्रधानमंत्री ने नवरात्रि की बधाई देते हुए कहा कि ‘आज से नवरात्रि का पावन पर्व भी शुरू हो रहा है। प्रथम दिन मां शैलपुत्री की पूजा होती है। मां शैलपुत्री, हिमालय पुत्री हैं। और आज के दिन मेरा यहां होना, यहां आकर इस मिट्टी को प्रणाम करना, हिमालय की इस धरती को प्रणाम करना, इससे बड़ा जीवन में कौन सा धन्य भाव हो सकता है।’मन, कर्म, सत्व और तत्व का नाता है देवभूमि से
प्रधानमंत्री श्री नरेंद्र मोदी ने कहा कि देव भूमि उत्तराखण्ड ऋषियों की तपस्थली रही है। योग नगरी के रूप में ये विश्व को आकर्षित करती रही है। प्रधानमंत्री ने कहा कि देवभूमि उनके लिए महत्वपूर्ण है, इस भूमि से उनका मन और कर्म का नाता है तो सत्व और तत्व का भी। उत्तराखण्ड आकर उन्हें नई ऊर्जा मिलती है। उत्तराखण्ड की दिव्यधरा ने मुझ जैसे ना जानें कितने लोगों की जीवन धारा को मोड़ने में मदद की।
प्रधानमंत्री ने कहा कि आज के ही दिन 20 वर्ष पहले उन्हें गुजरात के मुख्यमंत्री के तौर पर जनता की सेवा का नया दायित्व मिला था। उन्होंने विशेष तौर पर ये बात कही कि इस यात्रा की शुरुआत उत्तराखण्ड राज्य के गठन के साथ हुई थी क्योंकि उत्तराखण्ड गठन के कुछ माह बाद गुजरात के मुख्यमंत्री का पदभार उन्होंने सम्भाला था। उन्होंने कहा कि इस अवसर पर इस धरा को प्रणाम करना मेरे लिए सौभाग्य का क्षण है। प्रधानमंत्री ने राज्य को ओलम्पिक और पैरालंपिक में शानदार प्रदर्शन के लिए बधाई दी।कोरोना से लड़ाई में देश का सामर्थ्य दिखा, बड़े पैमाने पर हेल्थ सुविधाएं विकसित
प्रधानमंत्री ने इस बात पर प्रसन्नता व्यक्त की कि जिस धरती से योग और आयुर्वेद जैसी जीवनदायिनी शक्तियों को बल मिला, उसी धरती से आज आक्सीजन के प्लांट समर्पित किए जा रहे हैं। कहा कि कोरोना से लड़ाई में इतने कम समय में भारत ने जो सुविधाएं तैयार की हैं, वे हमारे देश के सामर्थ्य को दिखाता है। पहले सिर्फ 1 टेस्टिंग लैब थी अब करीब 3 हजार टेस्टिंग लैबों का नेटवर्क है। मास्क और किट्स के आयातक से निर्यातक बनने का सफर किया। देश के दूर दराज वाले इलाकों में भी वेंटिलेटर्स की सुविधाएं बढ़ी हैं। मेक इन इण्डिया में कोराना वैक्सीन का तेजी से और बड़ी मात्रा में निर्माण किया गया। दुनिया का सबसे बड़ा और तेज टीकाकरण अभियान भारत में चल रहा है। भारत ने जो कर दिखाया वह हमारी संकल्पशक्ति, हमारे सेवाभाव, हमारी एकजुटता का प्रतीक है। भारत ने मेडिकल आक्सीजन के उत्पादन में 10 गुना से अधिक वृद्धि की है।युवा मुख्यमंत्री पुष्कर सिंह धामी की सरकार के प्रभावी मैनेजमेंट से उत्तराखण्ड में तेजी से टीकाकरण अभियान
प्रधानमंत्री ने कहा कि ये हर भारतवासी के लिए गर्व की बात है कि कोरोना वैक्सीन की 93 करोड़ डोज लगाई जा चुकी है। बहुत जल्द 100 करोड़ के आंकड़े को पार कर जाएंगे। भारत ने कोविड वैक्सीन प्लेटफार्म का निर्माण करके पूरी दुनिया को राह दिखाई है कि इतने बड़े पैमाने पर वैक्सीनेशन कैसे किया जा सकता है। प्रधानमंत्री ने कहा कि युवा और ऊर्जावान मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में उत्तराखण्ड में बहुत तेजी से कोविड टीकाकरण हो रहा है। राज्य सरकार के प्रभावी मैनेजमेंट से उत्तराखंड बहुत जल्द 100 प्रतिशत पहली डोज पूरी करने वाला है।सरकार का लक्ष्य देश के हर जिले में हो मेडिकल कॉलेज
प्रधानमंत्री ने कहा कि आज सरकार इस बात का इंतजार नहीं करती कि नागरिक उसके पास अपनी समस्याएं लेकर आएंगे तब कोई कदम उठाएंगे। सरकारी माइंडसेट और सिस्टम से इस भ्रांति को बाहर निकाल रहे हैं। अब सरकार नागरिक के पास जाती है। प्रधानमंत्री ने कहा कि 6-7 साल पहले तक सिर्फ कुछ राज्यों में ही एम्स की सुविधा थी, आज हर राज्य तक एम्स पहुंचाने के लिए काम हो रहा है। 6 एम्स से आगे बढ़कर 22 एम्स का सशक्त नेटवर्क बनाने की तरफ हम तेजी से आगे बढ़ रहे हैं। सरकार का ये भी लक्ष्य है कि देश के हर जिले में कम से कम एक मेडिकल कालेज जरूर हो।उत्तराखण्ड में जलजीवन मिशन में हुआ काफी काम
प्रधानमंत्री ने कहा कि उत्तराखण्ड के निर्माण का सपना अटल जी ने पूरा किया था। अटल जी मानते थे कि कनेक्टिविटी का सीधा कनेक्शन विकास से है। उन्हीं की प्रेरणा से देश में कनेक्टिविटी के इंफ्रास्ट्रक्चर के लिए अभूतपूर्व स्पीड और स्केल पर काम हो रहा है।
प्रधानमंत्री ने कहा कि 2019 में जलजीवन मिशन शुरू होने से पहले उत्तराखण्ड के सिर्फ 1 लाख 30 हजार घरों में ही नल से जल पहुंचता था। आज उत्तराखण्ड के 7 लाख 10 हजार से ज्यादा घरों में नल से जल पहुंचने लगा है।सैनिकों के हितों को लेकर सरकार गम्भीर

मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि विश्व के सबसे लोकप्रिय नेता, देश के यशस्वी प्रधानमंत्री का देवभूमि उत्तराखण्ड की सवा करोड़ जनता की ओर से देवभूमि आगमन पर हार्दिक स्वागत एवं अभिनंदन है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री जी की पिछले 20 वर्षों की यात्रा महान संकल्पों का उदाहरण है। प्रधानमंत्री जी ने अपने जीवन का प्रत्येक क्षण मां भारती की सेवा में लगा दिया, जो हमारे लिए प्रेरणा का स्रोत है। आज प्रधानमंत्री जी ने देशवासियों की सुरक्षा एवं सेवा के लिये राष्ट्रव्यापी जीवन रक्षक ऑक्सीजन प्लाण्टों को समर्पित किया है।
आज से लगभग डेढ़ वर्ष पूर्व जब कोरोना महामारी का प्रारंभ हुआ था तब से आज तक प्रधानमंत्री जी ने एक नेता एवं प्रशासक की भांति ही नहीं बल्कि हमारे अभिभावक की भांति हमारा हाथ थामा और मुश्किल की घड़ी में पूरे देश को हौंसला दिया। पूरा विश्व इस बात का साक्षी है कि जिस देश को लेकर विशेषज्ञ तरह-तरह की आशंका जता रहे थे उस देश ने न सिर्फ कोरोना का डटकर सामना किया बल्कि वैक्सीन बनाने में भी अग्रणी भूमिका निभाई। सैनिकों के प्रति प्रधानमंत्री जी का सम्मान जग जाहिर है। हमने देखा है कि एक मुख्यमंत्री के रूप में और अब एक प्रधानमंत्री के रूप में वे हर बार दिवाली और होली सैनिकों के साथ मनाते हैं। आत्मनिर्भर भारत, मेक इन इण्डिया युवाओं के मन में बस चुके आंदोलन
मुख्यमंत्री ने कहा कि आज देश के बच्चे बच्चे की जुबां पर आत्मनिर्भर भारत, स्वच्छ भारत, स्किल इण्डिया, फिट इण्डिया, मेक इन इण्डिया जैसे नारे रहते हैं। ये सिर्फ नारे नहीं है बल्कि आज, ये देश के हर नागरिक, हर युवा के मन में बस चुके आंदोलन का रूप ले चुके हैं। कोरोना काल में आत्मनिर्भर भारत योजना और प्रधानमंत्री गरीब कल्याण अन्न योजना ने करोड़ो लोगों को रोजगार और दो वक्त का भोजन सुनिश्चित किया है। जहां एक ओर आयुष्मान भारत योजना ने देश के हर व्यक्ति को यह भरोसा दिलाया है कि बीमारी के समय पर उन्हें उपचार अवश्य मिलेगा वहीं दूसरी ओर उज्जवला योजना ने करोड़ों गरीब माताओं-बहनों की आंख के आंसू पोछे हैं। सैंकड़ों वर्षों से अपने निर्माण की बांट जोह रहे श्रीराम मंदिर के पुर्ननिर्माण का मार्ग प्रशस्त हुआ। कश्मीर से धारा 370 का खात्मा हो सका और कश्मीर का भारत में पूर्ण एकीकरण हो सका। चाहे औद्योगिक विकास हो, शैक्षिक विकास हो, सामाजिक विकास हो या आध्यात्मिक विकास हो, प्रधानमंत्री जी की सोच व्यापक रही है। यह नमामि गंगे, स्वच्छता अभियान, नई शिक्षा नीति, इन्द्रधनुष योजना, वन नेशन वन राशन कार्ड जैसी अनेकों जनकल्याणकारी योजनाओं से परिलक्षित होता है।कोविड से लड़ाई में केंद्र का मिला पूरा सहयोग
मुख्यमंत्री ने कहा कि उत्तराखंड चारधाम की भूमि तो है ही ये वीर भूमि भी है, जिसे प्रधानमंत्री जी ने सैन्यधाम की संज्ञा भी दी है। उत्तराखण्ड की इस भूमि से प्रधानमंत्री जी का विशेष स्नेह किसी से छुपा नहीं है। केदारनाथ की त्रासदी के समय मोदी जी गुजरात के मुख्यमंत्री थे, तब भी वह उत्तराखंड की जनता के लिए पूर्ण रूपेण साथ खड़े थे। कोरोना महामारी में उत्तराखंड जैसे भौगोलिक कठिनाइयों से घिरे राज्य में भी प्रधानमंत्री जी ने साधन संसाधनों की कोई कमी नहीं होने दी और व्यक्तिगत रूप से उत्तराखंड की चिंता की। उत्तराखण्ड के विकास के लिए प्रधानमंत्री जी ने दी महत्वपूर्ण सौगातें
उत्तराखण्ड के लिये चारधाम ऑल वेदर रोड, भारत माला प्रोजेक्ट तथा ऋषिकेश-कर्णप्रयाग रेललाइन की महत्वपूर्ण सौगात दी है। प्रधानमंत्री जी के निर्देशन में केदारपुरी में जहां प्रथम चरण के 225 करोड़ के कार्य पूर्ण हो चुके हैं वहीं 184 करोड़ के कार्य द्वितीय चरण में गतिमान है। इसके साथ ही बद्रीनाथ धाम के मास्टर प्लान के लिए जहां 245 करोड़ रूपये से अधिक स्वीकृत हो चुके हैं। वहीं गंगोत्री व यमनोत्री के लिए क्रमशः 20 करोड़ और 34 करोड़ रूपये स्वीकृत हो चुके हैं। जहां एक ओर चार दशकों से लंबित तराई- भाबर की लाइफ लाइन जमरानी बहुद्देशीय परियोजना की स्वीकृति दी है, वहीं दूसरी ओर प्रदेश में 27 हेलीपोर्ट विकसित करने के साथ-साथ उड़ान योजना व सीमांत पर्वतीय क्षेत्रों को एयर कनेक्टिविटी से जोड़ने की योजनाओं द्वारा उत्तराखंड के विकास में अपना महत्वपूर्ण योगदान दिया। टिहरी लेक डेवलेपमेण्ट हेतु 1200 करोड़ रूपये की स्वीकृति हो या समेकित सहकारी विकास योजनाओं के लिये 3340 करोड़ रूपये की स्वीकृति हो, प्रधानमंत्री जी ने हमेशा उत्तराखंड की दिल खोलकर सहायता की है।मुख्यमंत्री ने राज्य में दिए जा रहे कोविड राहत पैकेजों सहित विकास कार्यो की जानकारी दी
मुख्यमंत्री ने कहा कि प्रधानमंत्री जी और केन्द्र सरकार से प्राप्त हो रहे मार्गदर्शन एवं सहयोग से प्रेरणा लेते हुए उत्तराखण्ड में राज्य सरकार ने कई महत्वपूर्ण कार्य किये हैं। जहां 24 हजार सरकारी पदों को भरने की प्रक्रिया प्रारंभ कर दी गई है। वहीं मुख्यमंत्री स्वरोजगार योजना तथा नैनो उद्यम योजना के अन्तर्गत लाखों युवाओं को स्वरोजगार देने की प्रक्रिया गतिमान है। कोरोना महामारी से प्रभावित पर्यटन, परिवहन, क्षेत्रों के लिये 200 करोड़ का राहत पैकेज, स्वास्थ्य क्षेत्र की मजबूती एवं इससे जुड़े कार्मिकों को प्रोत्साहन हेतु 205 करोड़ तथा महिला सशक्तिकरण एवं रोजगार को बढ़ावा देने के लिये 118 करोड़ का राहत पैकेज प्रदान किया जा रहा है। यह राशि डीबीटी के माध्यम से सीधे लोगों के खातों में भेजी जा रही हैं। आयुष्मान उत्तराखण्ड योजना में 44 लाख लोगों के कार्ड बन चुके हैं। इस योजना से 3 लाख 50 हजार लोग लाभान्वित हुए हैं। दिसम्बर माह तक प्रदेश में प्रथम चरण के वैक्सीनेशन का शत-प्रतिशत पूर्ण करने का जो लक्ष्य रखा था उस लक्ष्य को हम केन्द्र सरकार के सहयोग से इसी माह पूर्ण करने की ओर अग्रसर हैं। अब तक 96 प्रतिशत वैक्सीनेशन का कार्य पूर्ण हो चुका है। मार्च 2020 से पूर्व उत्तराखण्ड में मात्र 01 ऑक्सीजन जनरेशन प्लांट राजकीय मेडिकल कॉलेज, श्रीनगर (गढ़वाल) में संचालित हो रहा था, जबकि आज 87 ऑक्सीजन जनरेशन प्लांट उपलब्ध हो चुके है, जिनमें से पी०एम० केयर फण्ड द्वारा उपलब्ध 25 ऑक्सीजन जनरेशन प्लांटों ने पूर्ण रूप से कार्य करना प्रारम्भ कर दिया है।वसुधैव कुटुम्बकम की भावना के अनुरूप विश्व के दूसरे देशों को भी वैक्सीन उपलब्ध कराई
केंद्रीय स्वास्थ्य और परिवार कल्याण मंत्री श्री मनसुख मंडाविया ने कहा कि प्रधानमंत्री जी ने सबका साथ, सबका विकास, सबका विश्वास का मूलमंत्र दिया है। कोरोना काल में इस मंत्र की शक्ति को हम सभी ने देखा है। इससे कोरोना के खिलाफ जंग में ताकत मिली है। करोड़ों लोगों को गरीब कल्याण अन्न योजना में खाद्य सुरक्षा दी। वैक्सीन का देश में ही निर्माण करने के लिए प्रधानमंत्री जी ने वैज्ञानिकों को प्रोत्साहित किया। उन्हीं की प्रेरणा है कि पहले जहां किसी बीमारी का टीका आने में कई वर्ष लग जाते थे, आज कोविड की वैक्सीन का इतने कम समय में देश न केवल उत्पादन शुरू हुआ बल्कि दुनिया का सबसे बड़ा टीकाकरण अभियान यहां चल रहा है। वसुधैव कुटुम्बकम की भावना के अनुरूप विश्व के दूसरे देशों को भी वैक्सीन उपलब्ध कराई है।
केंद्रीय मंत्री ने कहा कि अब तक, पूरे देश में कुल 1,224 पीएसए ऑक्सीजन संयंत्रों को पीएम केयर्स के तहत वित्तपोषित किया गया है, जिनमें से 1,100 से अधिक संयंत्रों को चालू किया गया है, जिससे प्रतिदिन 1,750 मीट्रिक टन से अधिक ऑक्सीजन का उत्पादन होता है। यह कोविड- 19 महामारी शुरू होने के बाद से भारत की चिकित्सा ऑक्सीजन उत्पादन क्षमता को बढ़ाने के लिए सरकार द्वारा उठाए गए सकारात्मक उपायों का प्रमाण है।
