देहरादून। उत्तराखंड राज्य महिलाओं के लिए सुरक्षित राज्य है। महिला एवं बाल विकास मंत्रालय ने प्लान इंडिया की रिपोर्ट सार्वजनिक की है जो महिलाओं की सुरक्षा पर सर्वे के आधार पर बनाई गई है। रिपोर्ट के अनुसार उत्तराखंड केंद्र शासित दिल्ली और 29 राज्यों में से 13वें स्थान पर है। महिला एवं बाल विकास मंत्रालय ने चार कैटेगरी के आधार पर ये रिपोर्ट तैयार की है। महिला सुरक्षा, शिक्षा, स्वास्थ्य और गरीबी। महिला एवं बाल विकास मंत्रालय ने रिपोर्ट में बताया है कि महिलाओं की सुरक्षा के लिहाज से दिल्ली सहित 30 राज्यों में से उत्तराखंड 13वें स्थान पर है। उत्तराखंड ने महिला स्वास्थ्य और शिक्षा में भी अच्छा प्रदर्शन किया है और इसमें 10वां स्थान प्राप्त किया है।रिपोर्ट के अनुसार दिल्ली और बिहार की स्थिति सबसे बदतर है। इस सूची में गोवा अव्वल रहा है। महिलाओं के शिक्षा, स्वास्थ्य एवं जीविका कमाने के मामले में उत्तराखंड ने 10वां स्थान प्राप्त किया है। गरीबी के मामले में उत्तराखंड 14वें नंबर पर रहा। महिलाओं कि सुरक्षा और शिक्षा में कई बड़े राज्यों से उत्तराखंड रहा है। जिसमें राज्य ने 13वां स्थान प्राप्त कि या है। इस बात का पता लगानों के लिए जेंडर वल्नरेबिलिटी इंडेक्स यानी जीवीआई का इस्तेमाल किया गया है। राज्यों को 0 से 1 के बीच में नंबर दिए गए हैं, यानी जो राज्य 1 नंबर के करीब है, वह सबसे सुरक्षित है और जो शून्य है वह सबसे असुरक्षित की श्रेणी में है। उत्तराखंड का जीवीआई रिपोर्ट के आधार पर 0.576 है। वहीं लोगों के सुरक्षा के मामले में भी उत्तराखंड का जीवीआई पंजाब, केरल, कर्नाटक, तमिलनाडु, आंध्र प्रदेश से कई ज्यादा रहा है। महिलाओं के लिए देश की राजधानी दिल्ली और बिहार बेहद असुरक्षित आंके गए हैं। 30 राज्यों की इस रिपोर्ट में दिल्ली 28वें और बिहार 30वें नंबर पर है। दिल्ली का जीवीआई स्कोर 0.463 और बिहार का 0.410 रहा है। गोवा देश में महिलाओं की सुरक्षा के लिहाज से अव्वल है। गोवा का जीवीआई 0.656 है। जो देश के औसत जीवीआई 0.5314 से ज्यादा है। लोगों की सुरक्षा के मामले में भी गोवा देश का नंबर एक राज्य है। सुरक्षा के अलावा गोवा शिक्षा के मामले में पांचवें, स्वास्थ्य में छठे, जीविका कमाने में छठे और गरीबी के मामले में पांचवें नंबर पर है। परन्तु देश की राजधानी के हालत शर्मनाक है।
