देहरादून (सूचना विभाग)। ग्लोबल इन्वेस्टर समिट के करटेन रेजर के मौके पर आज आईटीसी ने 5000 करोड़ के निवेश का प्रस्ताव उत्तराखंड सरकार को दिया। महिन्द्रा हॉलीडेज एण्ड रिसोर्ट इण्डिया लिमिटेड के साथ 1000 करोड़ और ईकुबेर के साथ 1600 करोड़ रुपए के निवेश का एमओयू किया गया। पहले ही दिन इतने बड़े निवेश प्रस्ताव पर सहमति यह दिखाती है कि निवेशक उत्तराखण्ड को लेकर कितने ज़्यादा उत्सुक हैं और सरकार भी कितनी तत्पर है। महिन्द्रा हॉलीडेज एण्ड रिसोर्ट इण्डिया लिमिटेड उत्तराखण्ड में अगले तीन महीने में १००० करोड़ के निवेश के साथ विभिन्न स्थानों पर ४५ रिजोर्ट स्थापित करने जा रहा है। इससे १५०० लोगो के लिए रोजगार के अवसर खुलेंगे। पूरे देश में यह महिन्द्रा हॉलीडेज एण्ड रिसोर्ट इण्डिया लिमिटेड का किसी भी राज्य में सबसे बड़ा निवेश है। उत्तराखंड में आगामी दिसम्बर माह में आयोजित होने वाले ग्लोबल इन्वेस्टर समिट को लेकर नई दिल्ली स्थिति होटल ताजमहल में कर्टेन रेजर कार्यक्रम आयोजित किया गया। कार्यक्रम में उत्तराखण्ड के मुख्यमंत्री पुष्कर सिंह धामी ने बतौर मुख्य अतिथि प्रतिभाग किया। मुख्यमंत्री ने अपने सम्बोधन में डेस्टिनेशन उत्तराखण्डग्लोबल इनवेस्टर्स समिट२०२३ के बारे में जानकारी देते हुए बताया कि उत्तराखण्ड एक युवा राज्य के रूप में तेजी से उभर रहा है जहां उद्योगों के लिए अपार सम्भानाएं हैं। राज्य में ईज आफ डूइंग बिजनेस के साथसाथ पीस आफ डूइंग बिजनेस भी है। उत्तराखण्ड राज्य में कार्यरत उद्योगों में श्रमिक असन्तोष की घटनायें ना के बराबर है। मुख्यमंत्री ने कहा कि उत्तराखण्ड में विश्व स्तरीय बुनियादी ढांचे के साथसाथ सुगम व्यवसायिक वातावरण तैयार करने के विजन के साथ सरकार काम कर रही है। राज्य में विभिन्न क्षेत्रों में निवेश को बढ़ावा देने के लिये विशेष नीतियां लागू करने के साथ ही आकर्षक वित्तीय प्रोत्साहन की व्यवस्था की गई है। इन नीतियों में प्रमुख रूप से पर्यटन नीति२०२३, एमएसएमई नीति२०२३, स्टार्टअप नीति२०२३, लॉजिस्टिक्स नीति२०२३, निजी औद्योगिक आस्थानों की स्थापना हेतु नीति२०२३ शामिल हैं। मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड को प्राकृतिक विरासत के साथ राष्ट्र में सबसे तेजी से बढती अर्थ व्यवस्था के रूप में विकसित करने के लिए सरकार संकल्पवद्ध है। राज्य की आर्थिकी को सुदृढ़ करने के लिये सशक्त उत्तराखण्ड मिशन लॉच किया गया है, जिसके तहत अगले ५ वर्षों में राज्य की एसजीडीपी को दोगुना करने का लक्ष्य रखा गया है। राज्य द्वारा इस लक्ष्य की प्राप्ति की कड़ी के रूप में उत्तराखण्ड ग्लोबल इनवेस्टर्स समिट२०२३ का आयोजन किया जा रहा है। मुख्यमंत्री ने कहा कि राज्य में १२०० से अधिक ऐसे अधिनियमों को चिन्हित किया है, जो वर्तमान में अनुपयोगी हैं और इनमें से लगभग ५०० अधिनियमों को सिंगल रिपील एक्ट के माध्यम से विलोपित किया जा रहा है। उन्होंने कहा कि उत्तराखण्ड में वर्तमान में लगभग ६००० एकड़ का लैण्ड बैंक विभिन्न सैक्टर के उद्योगों की स्थापना हेतु उपलब्ध है। राज्य में रेल, रोड एवं एयर कनेक्टिविटी में लगातार सुधार हुआ है। देहरादून एयरपोर्ट से विभिन्न शहरों के लिये सीधी वायु सेवा उपलब्ध हो गई है। देहरादून एवं पंतनगर एयरपोर्ट का विस्तार भी किया जा रहा है। रेलवे नेटवर्क के विकास एवं उन्नयन के तहत ऋषिकेश कर्णप्रयाग रेललाईन निर्माण का कार्य प्रगति पर है। राज्य में चार धाम यात्रा को सुगम बनाने के लिये ऑल वेदर रोड का निर्माण कार्य भी प्रगति पर है। मुख्यमंत्री ने कहा कि राज्य के उद्यमी ही हमारे ब्राण्ड एम्बेसडर हैं और राज्य में निवेश बढ़ाने में उनकी सबसे अधिक सहभागिता है। हमारी सरकार सरलीकरण, समाधान, निस्तारण और संतुष्टि के आधार पर कार्य कर रही है और यह तभी सम्भव है, जब उद्योग संघों से निरन्तर संवाद कर उनकी समस्याओं का समाधान किया जाए। उन्होंने कहा कि काशीपुर में अरोमा पर्क, सितारगंज में प्लास्टिक पार्क, काशीपुर में इलैक्ट्रॉनिक्स मैन्यूफैक्चरिंग क्लस्टर तथा अमृतसर कोलकाता इण्डस्ट्रियल कॉरिडोर की स्थापना की दिशा में प्रभावी कदम उठाये गये हैं। मुख्यमंत्री ने कहा कि राज्य में पर्यटकों एवं श्रद्वालुओं की सुविधा हेतु सभी स्थलों पर नवाचार के माध्यम से सुविधाओं का विकास किया जा रहा है निर्यात् को बढ़ावा देने के लिये भी नीति निर्धारित की गई है। मुख्यमंत्री ने कहा कि राज्य के सभी पौराणिक स्थलों के विकास का हमारा लक्ष्य ह। चारधाम आदिकैलाश की भांति कुमाऊं क्षेत्र के मंदिरों का मानसखण्ड मन्दिर माला मिशन के तहत सर्किट बनाया जा रहा है। इसमें राज्य में धार्मिक पर्यटन को और अधिक बढ़ावा मिलेगा। मुख्यमंत्री ने कहा कि देवभूमि में कर्म करना हम सबका सौभाग्य है। राज्य का वातावरण पूर्णतः उद्यमियों के अनुकूल है। उत्तराखण्ड का ७१ प्रतिशत भूभाग वनों से आच्छादित हैं। हेल्थ वेलनेस के साथ ऊर्जा का भी यह श्रोत है। उन्होंने कहा कि केदारनाथ आपदा के बाद आज भव्य केदार बन गया है। शीघ्र ही केदारनाथ एवं हेमकुण्ड साहिब के लिए रोपवे का निर्माण हो जाएगा। मुख्यमंत्री ने कहा कि राज्य के पर्वतीय क्षेत्रों में गढ़वाल व कुमाऊं मण्डलों में एकएक शहर बसाया जाएगा। हरिद्वार ऋषिकेश में गंगा कॉरीडोर का निर्माण के साथ हरकी पैड़ी की भांति महाभारत काल की भांति यमुना की भी आरती हेतु कालसी के पास हरिपुर में घाट निर्माण का शिलान्यास किया गया है। मुख्यमंत्री ने कहा कि उत्तराखण्ड ने राज्य में उत्पादित/निर्मित ०९ उत्पादों में जीआई टैग हासिल किये हैं। इन जीआई टैगों में कुमांऊ ब्यूरो ऑयल, मुनस्यारी राजमा भोटिया दन, एपण रिंगाल, ताम्र उत्पाद, धुलमा, तेजपत्ता तथा बासमती चावल शामिल हैं। राज्य सरकार द्वारा नेटल (बिच्छू घास). पिछौड़ा, आर्टिस्टिक कैण्डल मुखौटा एवं मन्दिर प्रतिकृत आदि कुछ अन्य उत्पादों में जीआई टैग के लिये आवेदन किया गया है। उन्होंने कहा कि उद्योग संवर्द्धन और आन्तरिक व्यापार विभाग की च्ईज आफ डूईंग बिजनेसज् रैंकिंग में वर्ष २०२२ की रैंकिंग में उत्तराखण्ड राज्य एचीवर्स श्रेणी में ( ८वें स्थान पर) शामिल है। जबकि नीति आयोग द्वारा जारी वर्ष २०२२ के निर्यात तैयारी सूचकांक में उत्तराखण्ड राज्य हिमालयी राज्यों में प्रथम स्थान पर, जबकि सम्पूर्ण देश में ९वें स्थान पर है। उद्योग संवर्द्धन और आन्तरिक व्यापार विभाग की स्म्।क्ै रैंकिंग में वर्ष २०२२ की रैंकिंग में उत्तराखण्ड राज्य एचीवर्स श्रेणी में शामिल है। इसी प्रकार स्टार्टअप रैंकिंग में च्लीडरज् श्रेणी में शामिल है। मुख्यमंत्री ने कहा कि राज्य में निवेश प्रोत्साहन एवं संवर्द्धन हेतु उद्योग निदेशालय स्तर पर एक समर्पित इन्वेस्टर फैसिलिटेशन सेल की स्थापना की है, जो निवेशकों / व्यवसायियों के लिये च्वन स्टॉप शॉपज् के रूप में डेडीकेटेड हैण्डहोल्डिंग सपोर्ट उपलबध करा रहा है। रू० ५.०० करोड़ से अधिक के पूंजी निवेश करने वाले उद्यमियों के लिये एक डेडीकेटेड रिलेशनशिप मैनेजर की सुविधा उपलब्ध कराई जा रही है। निवेशकों को उद्योगों की स्थापना के लिये अपेक्षित अनुमोदन/अनुज्ञा/स्वीकृति हेतु राज्य में ऑनलाईन सिंगल विण्डो क्लीयरेंस पोर्टल पदअमेजनजजंतंाींदकण्नाण्हवअण्पद की स्थापना की गई है। मुख्य सचिव डॉ एस.एस.संधु ने बताया कि उत्तराखण्ड निवेश के लिये उद्यमियों के लिए बेहतर डेस्टीनेशन हैं। दिल्ली एनसीआर के नजदीक होने के नाते बेहतर सड़क सुविधाओं के विकास द्वारा यह दूरी शीघ्र ही ढाई घण्टे में पूरी होने वाली हैं। इसी प्रकार हरिद्वार, कोटद्वार, रूद्रपुर, काशीपुर, टनकपुर के लिए भी सड़क सुविधाओं से यहां की दूरी भी कम समय में तय हो सकेगी। पर्यावरण की दृष्टि से भी उत्तराखण्ड उद्योगों के अनुकूल है। हमारे प्रदेश में पानी का कोई विवाद नही हैं बिजली की पर्याप्त उपलब्धता है। राज्य के बेहतर इकोसिस्टम से लोग राज्य के प्रति आकर्षित हो रहे है। अपर मुख्य सचिव श्रीमती राधा रतूड़ी ने कहा कि राज्य में देश के विभिन्न राज्यों की उद्योग एवं निवेश से संबंधित नीतियों का अध्ययन कर नीति तैयार की गई है। उन्होंने कहा कि अधिक से अधिक उद्यमी राज्य से जुड़े, इसके लिए उद्योगों के अनुकूल नीतियां एवं सुविधाओं के विकास पर ध्यान दिया जा रहा है। लंदन, सिंगापुर, ताइवान में आयोजित किए जाएंगे इंटरनेशनल रोड शो उत्तराखण्ड ग्लोबल इंवेस्टर समिट की तैयारियों को उत्तराखण्ड सरकार ने पूरी तरह से तैयार है। समिट को लेकर विदेश में पहला अंतरराष्ट्रीय रोड शो २५ सितंबर से २८ सितंबर तक लंदन में होगा। मुख्यमंत्री पुष्कर सिंह धामी भी इसमें शामिल होंगे। इसके बाद अक्टूबर के पहले हफ्ते में सिंगापुर और ताइवान में रोड शो होंगे। वहीं दुबई और आबूधाबी में १६ से २० अक्तूबर तक रोड शो के जरिये विदेशी निवेशकों को उत्तराखंड में निवेश के लिए आकर्षित किया जाएगा। विदेश में होने वाले रोड शो में राज्य सरकार की ओर से अधिकारियों की टीम भी जाएगी। इसके बाद देश में ०३ अक्टूबर को पहला रोड शो दिल्ली में आयोजित होगा, उसके बाद ०६ और रोड शो होंगे, जो अहमदाबाद, चंडीगढ़, मुंबई, बेंगलुरू, चेन्नई और हैदराबाद में आयोजित होंगे। राज्य सरकार द्वारा निवेशक सम्मेलन के माध्यम से कम से कम ढाई लाख करोड़ के निवेश का लक्ष्य रखा गया है।
