देहरादून, 15-08-2017 (नेशनल वार्ता ब्यूरो) । एक ओर प्रदेश सरकार पहाड़ों से हो रहे पलायन को रोकने को लेकर चिंता जाहिर कर रही है,वहीं दूसरी ओर बच्चों की परवरिश और अच्छी शिक्षा के लिये गांव के गांव खाली हो रहे हैं। गांव में बच्चों की किलकारियां और शोर-शराबा अब सुनने को नहीं मिलता, क्योंकि गांव में अब न कोई छोटा बच्चा है और न ही जवान। गांव के सबसे छोटे बच्चे नजदीकी शहर के इंग्लिश मीडियम स्कूल में पढ़ते हैं और जब गांव में बच्चे हैं ही नहीं तो प्राथमिक और जूनियर स्कूलों का बंद होना लाजमी है। हम बात कर रहे हैं चमोली के संचालित सरकारी स्कूलों की। वर्तमान में चमोली के 9 विकासखंडों में कुल 972 प्राथमिक और 207 जूनियर स्कूल संचालित हो रहे हैं, लेकिन शून्य छात्र संख्या के चलते बीते वर्ष शिक्षा विभाग चमोली ने 12 विद्यालयों पर ताले लगा दिए हैं। लाखों की लागत से बने विद्यालय के भवन अब विरान पड़े हुए हैं। लेकिन सबसे चौकानें वाले आंकड़े 10 से कम छात्र संख्या वाले विद्यालयों के हैं। चमोली में 207 प्राथमिक विद्यालय और 35 जूनियर विद्यालय बंद होने की कगार पर हैं, क्योंकि शैक्षिक सत्र 2017 में भी इन विद्यालयों में छात्र संख्या 10 से कम है। चमोली जनपद में कुछ स्कूल ऐसे भी हैं जहां पर सिर्फ 2-3 छात्रों पर स्कूल चल रहा है, यही नहीं 1 छात्र पर भी चमोली में कई प्राथमिक विद्यालय संचालित हो रहे हैं। हर वर्ष लगातार प्राथमिक स्कूलों की गिरती छात्र संख्या से सरकारी स्कूलों की पढ़ाई पर भी सवाल उठने वाजिब हैं। लोगों का कहना है कि गांव के स्कूलों में नियुक्त मास्टर गांव में नहीं रहना चाहते, वे भी शहर में कमरा ले कर रहते हैं और स्कूल देर से पहुंचते हैं, जिससे बच्चों की पढ़ाई प्रभावित होती है। कुछ अभिभावकों का यहां तक कहना है कि सरकार को सरकारी स्कूलों का निजीकरण कर देना चाहिए। प्रदेश सरकार भी कम छात्र संख्या वाले स्कूलों के बंद होने के बाद वहां पढ़ रहे बच्चों की पढ़ाई बाधित न हो उसके लिए नजदीकी स्कूलो में हॉस्टल और गाड़ी से बच्चों को छुड़वाने की योजना बना रही है। लेकिन पहाड़ की भौगोलिक स्थिति को देखते हुए सरकार की यह योजना पहाड़ पर पहाड़ बनकर साबित हो सकती है।
