नईदिल्ली । देश में कोरोना का कहर लगातार जारी है। दिन ब दिन इसके संक्रमण के मामले बढ़ते ही जा रहा है। वहीं राजधानी दिल्ली में भी कोरोना के लगातार बढ़ते मामलों के चलते एक हफ्ते के लॉकडाउन के ऐलान के बाद बड़ी संख्या में प्रवासी मजदूर दिल्ली से वापस अपने घरों की ओर रवाना होना शुरू हो गए हैं। इसी बीच दिल्ली सरकार लॉकडाउन के दौरान प्रवासी, दैनिक व निर्माण कार्य में लगे श्रमिकों की भलाई के लिए प्रतिबद्घ है। सरकार ने लॉकडाडन में उनकी रहने, खाने-पीने, कपड़े व दवा इत्यादि की व्यवस्था के लिए जरूरी कदम उठाए है। दिल्ली सरकार ने उच्च न्यायालय को यह जानकारी देते हुए बताया कि प्रधान सचिव-गृह के नेतृत्व में एक कमेटी का गठन किया है जो सभी प्रकार की व्यवस्थाएं देंखेंगे।
हाईकोर्ट ने दिल्ली सरकार से लॉकडाउन के दौरान प्रवासी, दैनिक व निर्माण कार्य में लगे श्रमिकों के लिए उचित कदम उठाने पर रिपोर्ट मांगी थी। सरकार ने पेश रिपोर्ट में कहा कि सरकार ने श्रमिकों की भलाई के लिए कई कदम उठाए है। सभी प्रकार की व्यवस्था देखने के लिए एक कमेटी का गठन किया है और प्रधान सचिव-गृह भूपिन्द्र सिंह भल्ला को इसका चेयरमैन बनाया गया है जो राज्य के नोडल अधिकारी रहेंगे।
वहीं दिल्ली पुलिस के विशेष आयुक्त राजेश खुराना दिल्ली पुलिस की और से नोडल अधिकारी होंगे। कमेटी में आयुक्त श्रम को सदस्य सचिव, प्रधान सचिव श्रम-सदस्य, शिक्षा निदेशक-सदस्य, विशेष सचिव वित-सदस्य, रिवेन्यू उपसचिव-सदस्य इत्यादि शामिल है। रिपोर्ट के अनुसार श्रमिको की बुनियादी सुविधाएं जैसे खाना, पानी, दवा, आश्रय, कपड़े इत्यादि की व्यवस्था के अलावा यह भी सुनिश्चित किया गया है कि निर्माण कार्य में लगे श्रमिको को कार्यस्थल पर ही खाने-पानी व अन्य सुविधाएं मिले। वित्त विभाग फंड की व्यवस्था करेगा।
रिपोर्ट के अनुसार वर्ष 2020 में पंजीकृत श्रमिकों की संख्या करीब 55 हजार थी और एक वर्ष में विशेष कैंप लगाकर पंजीकरण किया गया और वर्तमान में एक लाख 71 हजार 861 पंजीकृत श्रमिक है। वर्ष 2020 में श्रमिकों को दो बार में पांच-पांच हजार रुपये की सहायता प्रदान की गई और 20 अप्रैल-2021 से फिर से पांच हजार रूपये की आर्थिक सहायता प्रदान की जाएगी। इसीके अलावा निर्णय किया गया कि स्कूलों में प्रदान मिड-डे मील की उपयोग श्रमिको को खाने के रूप में किया जाए।
