देहरादून (सूचना विभाग) । मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को डामकोठी में जनपद हरिद्वार में हुये जलभराव के सम्बन्ध में राहत एवं बचाव कार्यों की प्रगति की समीक्षा की। उन्होंने उच्चाधिकारियों के साथ इस सम्बन्ध में विचारविमर्श कर निरंतर स्थिति पर नजर रखने को कहा। मुख्यमंत्री ने बैठक में पेयजल, स्वास्थ्य, संचार, विद्युत आदि व्यवस्थाओं के सम्बन्ध में विस्तार से जानकारी प्राप्त की तथा निर्देश दिये कि जल भराव वाले क्षेत्रों में सभी व्यवस्थायें सामान्य रूप से संचालित हों, यह सुनिश्चित किया जाए। मुख्यमंत्री ने जलभराव की वजह से फसलों को हुये नुकसान का आकलन करने के भी निर्देश दिये। उन्होंने किसानों की समस्याओं का त्वरित समाधान किये जाने पर भी ध्यान देने को कहा। मुख्यमंत्री ने कहा कि जल भराव के कारण पशुओं के लिये चारा आदि की पर्याप्त व्यवस्था की जाय तथा चारे का पर्याप्त स्टॉक भी रखा जाये। बैठक में अतिक्रमण की वजह से भी कई जगह हुये जलभराव के सम्बन्ध में विस्तृत विचारविमर्श हुआ। इस पर मुख्यमंत्री ने निर्देश दिये कि जहां पर भी अतिक्रमण की वजह से दिक्कतें सामने आ रही हैं, आपदा के अन्तर्गत उससे सख्ती से निपटा जाये। मुख्यमंत्री ष्कर सिंह धामी को बैठक में जिलाधिकारी श्री धीराज सिंह गब्र्याल ने विगत दिनों जनपद के ग्रामीण व शहरी क्षेत्रों में कुल कितनी बरसात हुई, जिसके कारण जल भराव की स्थिति पैदा हुई, के सम्बन्ध में विस्तार से जानकारी दी। उन्होंने बताया कि लक्सर, रूड़की आदि बाढ़ प्रभावित क्षेत्रों में राहत एवं बचाव के कार्यों में एसडीआरएफ, जल पुलिस, राजस्व, फायर ब्रिगेट, पुलिस, विभागीय टीम तथा स्वैच्छिक संगठनों सहित ५७९ सदस्स्यों की कुल ३४ टीमें निरन्तर कार्य कर रही हैं तथा बाढ़ प्रभावित क्षेत्रों में स्वास्थ्य विभाग, स्थानीय निकाय, पंचायती राज विभाग द्वारा इन प्रभावित क्षेत्रों में महामारी फैलने से बचाव हेतु बड़े पैमाने पर कीट नाशक का छिड़काव किया जा रहा है, जो हमारे लिये चुनौती भी है। दवाओं का प्रोक्यूरमेंट हमने कर दिया है। उन्होंने कहा कि बाढ़ प्रभावित संवेदनशील क्षेत्रों में राहत किट, भोजन आदि वितरित किये जा रहे हैं। जिलाधिकारी ने अवगत करया कि हरिद्वार, रूड़की, लक्सर तथा भगवानपुर के बाढ़ प्रभावित शहरी व ग्रामीण क्षेत्रों में प्रभावित परिवारों को गृह अनुदान, अनुग्रह अनुदान व अहेतुक मद से ८६० लाभार्थियों को ३६.२७ लाख रूपये की आर्थिक सहायता दी जा चुकी है। उन्होंने बताया कि जनपद में जल भराव से १५७९६ व्यक्ति प्रभावित हुये हैं, जिनमें से कई लोग तो रिश्तेदारों व किराये के मकान में शिफ्ट हुये हैं तथा ८१ परिवारों को राहत केन्द्र में शिफ्ट किया गया है। जिलाधिकारी ने बैठक में बताया कि सबसे ज्यादा नुकसान लोक निर्माण विभाग की ५२ सम्पत्तियों को हुआ है, जिनमें सभी जगह कार्य प्रारम्भ कर दिया गया है तथा कार्यदायी सभी संस्थाओं को एडवांस में धनराशि उपलब्ध करा दी गयी है। इसके अतिरिक्त मुख्यमंत्री राहत कोष, स्वयंसेवी संस्थाओं आदि के माध्यम से जल भराव वाले प्रभावित लोगों की पूरी मदद की जा रही है। बैठक में मुख्यमंत्री को रूड़की विधायक प्रदीप बत्रा, भगवानपुर विधायक सुश्री ममता राकेश, लक्सर विधायक शहजाद, रानीपुर विधायक आदेश चैहान, पूर्व विधायक लक्सर संजय गुप्ता, जिला पंचायत अध्यक्ष किरण चैधरी, भाजपा रूड़की जिला अध्यक्ष शोभाराम प्रजापति आदि ने अपनेअपने क्षेत्रों की स्थिति से अवगत कराया। इस अवसर पर हरिद्वार नगर विधायक मदन कौशिक, पूर्व कैबिनेट मंत्री यतीश्वरानन्द, भाजपा जिला अध्यक्ष हरिद्वार संदीप गोयल, पूर्व जिला अध्यक्ष डॉ० जयपाल सिंह, वरिष्ठ पुलिस अधीक्षक अजय सिंह, मुख्य विकास अधिकारी प्रतीक जैन, उपाध्यक्ष एचआरडीए अंशुल सिंह, अपर जिलाधिकारी(वित्त एवं राजस्व) बीर सिंह बुदियाल सहित सम्बन्धित विभागों के अधिकारीगण उपस्थित थे।
