देहरादून (सूचना विभाग)। मुख्यमंत्री ष्कर सिंह धामी ने शनिवार को मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में उत्तराखण्ड /२५ बोधिसत्व विचार श्रृंखला एक नई सोचएक नई पहल पुस्तक का विमोचन किया। प्रदेश के समग्र विकास हेतु पिछले एक वर्ष में बोधिसत्व विचार श्रृंखला के तहत आयोजित विभिन्न विषयों पर आधारित १२ सत्रों में वैज्ञानिकों, समाजसेवियों बुद्धिजीवियों एवं विषय विशेषज्ञों द्वारा व्यक्त विचारों का संकलन इस पुस्तक में किया गया है। मुख्यमंत्री ने कहा कि बोधिसत्व विचार श्रृंखला के माध्यम से राज्य की विषम भौगोलिक परिस्थितियों के अनुरूप विभिन्न क्षेत्रों की समस्याओं के समाधान की राह आसान बनाने का हमारा प्रयास रहा है। राज्य के विकास की दीर्घकालिक योजनाओं पर कार्य किया जा रहा है। इसके लिये सभी विभागों का १० साल का रोड़ मैप तैयार किया जा रहा है। अब तक २० विभागों की समीक्षा की जा चुकी है। बोधिसत्व विचार श्रृंखला में प्राप्त सुझावों को इसमें सामिल किया जा रहा है। हमारा प्रयास राज्य के विकास में सभी संस्थानों का सहयोग प्राप्त करने का रहा है। पंत नगर कृषि विश्व विद्यालय को पशुपालन एवं कृषि विकास तथा तकनीकि विश्व विद्यालय को विज्ञान एवं तकनीकि का राज्य के दूरस्थ क्षेत्रों तक पहुंच बनाने में सहयोगी बनाया जायेगा। उन्होंने कहा कि आदर्श चम्पावत के लिये बनायी जा रही योजनायें प्रदेश के सभी जनपदों के लिये आधार बनेगी। मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी ने २१ वीं सदी के तीसरे दशक को उत्तराखण्ड का दशक बताया है। हम इस दिशा में रोड मैप बना कर कार्य कर रहे हैं। राज्य के विकास में जन भागीदारी को बढ़ावा दिया जा रहा है। नीति आयोग से हिमालयी राज्यों के लिये अलग से विकास का मॉडल तैयार करने की अपेक्षा की गई है। राज्य में स्थित सभी वैज्ञानिक संस्थानों को साथ लाकर समग्र एवं सर्वागीण विकास का एकीकृत मॉडल विकसित करना हमारी प्राथमिकता है जिसके माध्यम से हम प्रदेश के सुदूरवर्ती ग्रामीण इलाकों को विकास की मुख्यधारा के जोड़ते हुए इकोलॉजी एवं इकोनॉमी में बराबर संतुलन बनाते हुए इस दशक को उत्तराखण्ड का दशक बनाने की हमारी माननीय प्रधानमंत्री नरेन्द्र मोदी जी की आंकाशाओं को मूर्त रूप दे सकें। विज्ञान एवं तकनीक के माध्यम से उत्तराखण्ड/२५ की अवधारणा के अनुरूप एक सशक्त, सक्षम एवं समृद्ध उत्तराखण्ड राज्य के निर्माण के लिए उन्होंने राज्य स्थित सभी प्रतिष्ठित संस्थानों की सक्रिय भागीदारी की अपेक्षा भी की। मुख्यमंत्री ने कहा कि प्रदेश में नई कार्य संस्कृति विकसित करने के लिये १० से ५ तक कार्य करने की व्यवस्था में बदलाव लाया जा रहा है। राज्य के विकास में प्रवासी उत्तराखंडी भी अब सहयोगी बनने लगे है। लोग उत्तराखण्ड आ रहे है। राज्य में निवेश व विकास का वातावरण बन रहा है। इस वर्ष ग्लोगल इन्वेस्टर समिट का आयोजन राज्य में किया जायेगा। जिसमें प्रधानमंत्री जी को भी आमंत्रित किया गया है। बडी संख्या में उद्यमी देश विदेश से यहां निवेश की सोच रहे है। इसके लिये राज्य सरकार द्वारा पूरा सहयोग दिया जा रहा है तथा अनुकूल वातावरण का सृजन किया जा रहा है। मुख्यमंत्री ने कहा कि राज्य में चारधाम एवं हेमकुंड साहिब यात्रा, कांवड यात्रा, हरिद्वार में होने वाले स्नान, पर्वों, पूर्णागिरी सहित अन्य मेलों में लगभग ८ करोड लोग प्रतिवर्ष उत्तराखण्ड आते हैं। इस आबादी की व्यवस्थाओं के लिये भी योजनायें बनायी जानी होती है। मुख्यमंत्री ने कहा कि अनुकूल औद्योगिक नीति और उदार कर लाभों से उत्पन्न पूंजी निवेश में भारी वृद्धि के कारण उत्तराखंड अब भारत में सबसे तेजी से बढ़ते राज्यों में से एक के रूप में उभर रहा है। इसने राज्य में निवेश करने और पहाड़ी राज्य के निरंतर विकास का हिस्सा बनने के लिए उद्योगों के लिए अपने दरवाजे खोल दिए हैं। राज्य के यह समावेशी विकास का लक्ष्य आईटी क्षेत्र के बिना हासिल नहीं किया जा सकता। डिजिटल उत्तराखंड का उद्देश्य राज्य में रोजगार सृजन, स्वास्थ्य, शिक्षा और औद्योगिक विकास में नए आयाम हासिल करना है। मुख्यमंत्री ने कहा कि वस्तुतः यह संवाद श्रृंखला हम सबकी विचार यात्रा है, सामूहिक विचार यात्रा अपनी समस्याओं का समाधान अपने लोगों से विचार विमर्श कर ढूँढ़ने और जनजन के बीच सशक्त संवाद करने की यह यात्रा लोकतंत्र का आधार तत्व है। लोक की समस्याओं का समाधान उनकी अपेक्षानुसार तभी संभव होगा जब उनसे संवाद किया जायेगा। इकोलॉजी, इकोनॉमी, टैक्नोलॉजी, एकाउंटिबिलिटी और सस्टेनबिलिटी के पाँच सशक्त स्तंभों पर व्यवस्थित मॉडल हमारे उत्तराखण्ड /२५ के संकल्प के लिए आवश्यक है। हमारा संकल्प है कि उत्तराखण्ड राज्य अपने सृजन की रजत जयंती वर्ष २०२५ तक एक श्रेष्ठ राज्य बनकर उभरे तथा माननीय प्रधानमंत्री जी की घोषणानुरूप् इक्कीसवीं सदी के इस तीसरे दशक में समृद्ध और सशक्त रूप में स्थापित हो। उत्तराखण्ड का यह विकास मूलक मॉडल देश के अन्य हिमालयी राज्यों के लिये भी मार्गदर्शक मॉडल बने। मुख्यमंत्री ने कहा कि आज प्रौद्योगिकी के प्रयोग से पारस्परिक दूरियों कम हुई। इस बदलाव ने भी हमारे संकल्प को सिद्धि प्रदान की और हमने ऐसी संवाद श्रृंखलाएँ आयोजित करने की पहल का मन बनाया जो नियोजनकर्ताओं, नीति निर्धारको प्रशासकों और आमजन के बीच की संवादहीनता की खाइयों को पाट सकें। यह बोधिसत्व विचार श्रृंखला ऑनलाइन और ऑफलाइन दोनों माध्यमों के संयोजन से आयोजित की गई। मुख्यमंत्री ने कहा कि राज्य में हमें अपनी पारिस्थितिकी और आर्थिकी के संतुलन को बनाए रखना है। विज्ञान और प्रौद्योगिकी के सार्थक प्रयोग हेतु लोगों में वैज्ञानिक दृष्टिकोण को बढ़ाना है। नैसर्गिक प्राकृतिक सौन्दर्य युक्त उत्तराखण्ड की सभी प्राकृतिक, ऐतिहासिक और धार्मिक विरासतों का संरक्षण करके इसे देशविदेश में विशिष्ट पहचान दिलाने, अपनी संस्कृति, परम्पराओं जनजातीय विशिष्टताओं, बोलियों लोककलाओं, लोकगीतों और साहित्य, तीर्थाटन, पवित्र चारधाम यात्रा, मानसखण्ड आदि को नई पहचान देने का भी हमारा प्रयास है। कार्यक्रम के संयोजक एवं यूकास्ट के महानिदेशक प्रो. दुर्गेश पंत ने कहा कि उत्तराखण्ड को अपनी स्थापना के रजत जयंती कालखण्ड में भारत के श्रेष्ठ एवं अग्रणी राज्यों के रूप में विकसित करना माननीय मुख्यमंत्री जी के चिन्तन के केन्द्र में रहा है। उनकी अवधारणा रही है कि उत्तराखण्ड की विकासयात्रा हम सब की सामूहिक यात्रा है, और उसे साक्षात में भी एक सामूहिक यात्रा का ही स्वरूप लेना चाहिए। उन्होंने यह भी देखा कि लोक और तंत्र के बीच संवादहीनता हमारी लोकतांत्रिक व्यवस्था की आधारगत दुर्बलता रही है, जो कालान्तर में अनेक समस्याओं का कारण बनती रही है। इसलिए, लोक के साथ संवाद स्थापित करने से ही यह सामूहिक यात्रा चरितार्थ हो सकेगी। इसी लक्ष्यपूर्ति हेतु माननीय मुख्यमंत्री जी द्वारा बोधिसत्व विचार श्रृंखला प्रारम्भ की गयी है। बोधिसत्व का उद्देश्य विज्ञान एवं प्रौद्योगिकी केन्द्रित एक ऐसे मंच की स्थापना है जहाँ देश के मूर्धन्य मनीषी, वैज्ञानिक, युवा उद्यमी एवं जनप्रतिनिधि एक साथ एकत्र होकर राज्य के विकास के सभी आयामों पर गहन विचारविमर्श कर उत्तराखण्ड /२५ की एक ऐसी कार्ययोजना तैयार कर सकें जो राज्य का भविष्य उत्तरोत्तर स्वर्णिम बनाने में सहायक सिद्ध हो सके। इन श्रृंखलाओं से प्राप्त सुझावों को इस पुस्तक में समाहित
