देहरादून (सू वि)। मुख्यमंत्री पुष्कर सिंह धामी ने शनिवार को जनपद चमोली के विकासखंड नन्दानगर (घाट) में विशाल जनसभा को संबोधित करते हुए कहा कि विकास को अंतिम व्यक्ति तक पहुंचाना हमारा लक्ष्य है। कार्यक्रम के दौरान सीएम ने 56 करोड़, 54 लाख, 93 हजार की विभिन्न विकास योजनाओं का लोकार्पण व शिलान्यास करते हुए जनपद चमोली के जोशीमठ का पौराणिक नाम ज्योर्तिमठ करने की घोषणा भी की। इस दौरान मा. कबीना मंत्री श्री सतपाल महाराज, मा. सांसद एवं पूर्व सीएम श्री तीरथ सिंह रावत, बद्रीनाथ विधायक श्री महेन्द्र प्रसाद भट्ट, थराली विधायक श्रीमती मुन्नी देवी शाह, भाजपा जिलाध्यक्ष श्री रघुवीर सिंह बिष्ट, सहकारी बैंक अध्यक्ष श्री गजेंद्र रावत आदि मौजूद रहे। सीएम के नन्दानगर पहुंचने पर क्षेत्रवासियों ने फूल मालाओं से उनका जोरदार स्वागत करते हुए उन्हें स्मृति चिन्ह और शाल भेंट किया। साथ ही घाट ब्लाक का नाम नन्दानगर रखने पर मुख्यमंत्री का आभार जताया।
मुख्यमत्री ने सर्वप्रथम मां भगवती नन्दा राजेश्वरी के सिद्धपीठ कुरूड़ की पावन भूमि को नमन करते हुए जनसभा को संबोधित किया। कहा कि विशाल संख्या में हमें आशीर्वाद देने के लिए पहुंची देवतुल्य जनता का मैं अभिनन्दन करता हूॅ और सभी जन प्रतिनिधियों और महानुभावों का हार्दिक स्वागत करता हूं। उन्होंने कहा कि आज का दिन श्रद्धेय जननायक, भारत रत्न स्वर्गीय अटल बिहारी वाजपेयी जी की जन्म जयंती भी है। भारत के मानचित्र में अलग राज्य के तौर पर उत्तराखंड का गठन करने वाले अटल जी को देवभूमि का शत-शत प्रणाम करता हूॅ। आप सभी का उत्साह स्पष्ट रूप से बता रहा है कि उत्तराखण्ड की जनता हमारे साथ एकजुट है। हमारे युवाओं और बुजुर्गों के चेहरे पर जो मुस्कान और माताओं-बहनों के चेहरे पर जो आत्मसम्मान है वो ये सुनिश्चित करता है कि आपका मुख्य सेवक आपके हित में कार्य कर रहा है। मेरा निरंतर प्रयास है कि मैं आप लोगों के जीवन को जितना हो सके उतना सुगम बनाऊं।
मुख्यमंत्री ने कहा कि मुख्य सेवक के रूप में मैं निरंतर ऐसे फैसले ले रहा हूं जो सीधे जनता से जुड़े हैं और जिनमें जनसरोकार सर्वोपरि है। ये आपकी अपनी सरकार है जिसका एकमात्र ध्येय आपकी प्रगति, आपका विकास है। आदरणीय प्रधानमंत्री श्री नरेन्द्र मोदी जी के नेतृत्व में उत्तराखंड लगातार प्रगति के पथ पर अग्रसर हो रहा है। हम पहाड़ में रेल का सपना देखते थे। मोदी जी ने इस सपने को साकार किया है। एक ओर जहॉ ऋषिकेश-कर्णप्रयाग रेल परियोजना पर कार्य तेजी से चल रहा है, वहीं सामरिक एवं भौगोलिक दृष्टि से महत्वपूर्ण टनकपुर-बागेश्वर रेल परियोजना को भी मंजूरी मिल चुकी है। इसी तरह चार धाम ऑल वेदर रोड, भारत माला प्रोजेक्ट पर भी तीव्र गति से काम किया जा रहा है। चार धाम यात्रा उत्तराखण्ड के लिए लाइफ लाईन है और ये परियोजनाएं जहां चारधाम यात्रा को सुगम बनाएंगी, पर्यटन को बढ़ावा देगी वहीं हमारी अर्थव्यवस्था में क्रांतिकारी परिवर्तन भी लाएगी। कुमाऊं क्षेत्र में स्वास्थ्य सुविधाओं को बेहतर करने के लिए एम्स के सेटेलाइट सेंटर को खोलने के लिए आदरणीय प्रधानमंत्री जी ने स्वीकृति दी। इस सेटेलाइट सेंटर के खुलने से उत्तराखण्ड के दूर-दराज इलाकों तथा सीमान्त क्षेत्र के लोगों को अत्यन्त फायदा होगा। इसके साथ-साथ मा0 प्रधानमंत्री जी के मार्ग निर्देशन में हवाई सेवाओं के द्वारा उत्तराखण्ड के सुदूर क्षेत्रों को एयर कनेक्टिविटी से जोड़ने का काम तेजी से किया जा रहा है।
मुख्यमंत्री ने कहा कि हमारा लक्ष्य विकास को अंतिम व्यक्ति तक पहुंचना है और इसके लिए हम दिन रात प्रयत्नशील हैं। विकसित उत्तराखंड का जो स्वप्न हमने देखा है, उसके लिए हम एक विजन को लेकर आगे बढ़ रहे हैं। हमने सभी विभागों से दस साल का रोडमैप मांगा है, ताकि राज्य के विकास का एक उत्कृष्ट खाका खींचा जा सके। इसके अलावा सरकार ने बोधिसत्व विचार श्रृंखला कार्यक्रम को भी शुरू किया है जिसके अंतर्गत सरकार विभिन्न क्षेत्रों में कार्य कर चुके अनुभवी व्यक्तियों से सुझाव लेकर योजनाएं बना रही है। हम पलायन, रोजगार, स्वास्थ्य, शिक्षा और पर्यटन जैसे विषयों पर ऐसी ठोस नीतियां बनाने का काम कर रहे हैं जो आने वाले वर्षों में ’’आत्म निर्भर उत्तराखण्ड’’ के हमारे संकल्प को सिद्ध करेंगी। हमारी नीति और नीयत दोनों स्पष्ट हैं। हमारी नीति विकास की और नीयत है विश्वास की है। आदरणीय प्रधानमंत्री जी के नेतृत्व में राज्य ने अभूतपूर्व प्रगति की है और मुझे पूरा विश्वास है कि ये विकास यात्रा आगे भी जारी रहेगी। हमारी सरकार प्रत्येक उत्तराखण्डी की खुशहाली के लिए अपना एक एक काम समर्पित किए हुए है। हम हर क्षेत्र में संभावनाओं के नए द्वार खोल रहे हैं और मुझे पूर्ण विश्वास है कि आप सभी के सहयोग से विकास की ये यात्रा आगे भी जारी रहेगी। उत्तराखण्ड की सेवा करने का मुझे जितना भी अवसर मिला है, मैं इस समय अवधि का एक एक पल राज्य के लिए समर्पित कर चुका हूं। हमारा संकल्प है राज्य स्थापना के रजत जयंती वर्ष तक उत्तराखंड को भारत का सर्वश्रेष्ठ राज्य बनाना और ये हमारा संकल्प ’’विकल्प रहित संकल्प’’ है। कार्यक्रम के दौरान सीएम ने पूर्व शहीद सैनिकों को श्रद्धांजलि भी दी।
मा. सांसद एवं पूर्व सीएम श्री तीरथ सिंह रावत ने कहा कि हमारी सरकार ने तेजी से क्षेत्र का विकास किया है। उन्होंने कहा कि डबल इंजन की सरकार चारधामो को सड़क और रेल लाइन से जोड़ने का काम कर रही है। आज देश और प्रदेश का विकास कुशल नेतृत्व से तेजी से आगे बढ़ रहा है।
मा. कबीना मंत्री श्री सतपाल महाराज ने कहा के हम सब प्रदेश के विकास के लिए संकल्पबद्ध हैं और इसी संकल्प के साथ हमारी सरकार रात दिन विकास कार्य में जुटे है। उन्होंने कहा कि आदरणीय प्रधानमंत्री जी के नेतृत्व में संपूर्ण देश में तेजी से विकास कार्य हो रहे है जो सब आप लोगों के सामने है। इसी का परिणाम है कि आज देश विकास की ऊंचाइयों पर है। कहा कि ऋषिकेश से कर्णप्रयाग तक रेलवे लाइन को पहुंचाने की कवायद के मेरे ड्रीम प्रोजेक्ट को भी प्रधानमंत्री ने साकार कर दिया।
इस अवसर मुख्य विकास अधिकारी वरूण चौधरी, संयुक्त मजिस्ट्रेट अभिनवन शाह, एसडीएम संतोष पांडेय एवं क्षेत्रीय जनप्रतिनिधि एवं भारी संख्या में क्षेत्रीय जनता मौजूद थी।
लोकार्पण एवं शिलान्यास
कार्यक्रम के दौरान विकासखंड नन्दानगर (घाट) में 5654.93 (56 करोड़, 54 लाख, 93 हजार) की विभिन्न विकास योजनाओं का लोकार्पण व शिलान्यास भी किया गया।
लोकार्पण -1564.15 लाख(15 करोड़ 64 लाख 15 हजार)
1-जिलासू-आली मोटर मार्ग का सुधारीकरण एवं पुर्ननिर्माण कार्य लागत 266.41 लाख।
2-हापला-गुडम-नैल मोटर मार्ग का निर्माण कार्य लागत 346.85 लाख।
3-पिण्डर नदी के ऊपर आमसौड-सेरागाड़ में स्टील गार्डर मोटर सेतु एवं 1.82 किमी. मोटर मार्ग कार्य लागत 821.15 लाख।
4-पर्यटक आवास गृह तपोवन का लोकार्पण लागत 129.74 लाख।
शिलान्यास -4090.78 – 40 करोड़ 90 लाख 78 हजार)
1-सीएम घोषणा के तहत कर्णप्रयाग विधानसभा क्षेत्र में नन्दप्रयाग-घाट मोटर मार्ग डेढ लेन कार्य लागत 220.68 लाख।
2-सीएम घोषणा के तहत थराली विधानसभा क्षेत्र में नन्दप्रयाग-घाट मोटर मार्ग डेढ़ लेन कार्य लागत 220.06 लाख।
3-चोपता-डडुवागाढ मोटर मार्ग निर्माण कार्य लागत 44.96 लाख
4-हरमनी-करच्यूडा मोटर मार्ग से विणागांव-एससी बस्ती-हरमनी तल्ली तक मोटर मार्ग निर्माण कार्य लागत 55.46 लाख।
5-पोखरी-कर्णप्रयाग मोटर मार्ग का सुधारीकरण व डामरीकरण कार्य लागत 2337 लाख।
6-पोखरी-हरिशंकर मोटर मार्ग सुधारीकरण एवं डामरीकरण कार्य लागत 307.11 लाख।
7-पोखरी-हरिशंकर-चौण्डी-रौता मोटर मार्ग से सिमलासू तक मोटर मार्ग नवनिर्माण कार्य लागत 105.29 लाख।
8-देवाल ब्लाक के जैन विष्ट गांव में कैल नदी पर बाढ सुरक्षा कार्य लागत 151.37 लाख।
9-देवाल ब्लाक के फल्दिया नाला पर स्थित हरिपुर वस्ती में बाढ सुरक्षा कार्य लागत 96.50 लाख।
10-चटवापीपल के घाट सौन्दर्यीकरण एवं पहुंच मार्ग का निर्माण कार्य लागत 118.40 लाख।
11-सीएम घोषण के तहत घाट मुख्य बाजार की बाढ सुरक्षा योजना कार्य लागत 350.98 लाख।
12-सीएम घोषणा के तहत दशोली ब्लाक के ग्राम विजयनगर (पुरसाडी) में बाढ सुरक्षा योजना कार्य लागत 82.97 लाख।
