रायपुर. राज्य में सरकार के शराब बेचने का विरोध और शराबबंदी की मांग तेज होने के बाद पहली बार जब भाजपा विधायक दल की बैठक हुई तब उसमें शराब का मुद्दा ही छाया रहा। कई विधायकों ने जहां सरकार द्वारा शराब बेचे जाने पर नुकसान की आशंका जताई, वहीं सरकार की ओर से यह बताया गया कि कोचियों पर लगाम लगाने से राज्य को बड़ा फायदा होगा।
पूरे विवाद के हावी होने के बाद पहली बार सीएम ने इस पर खुलकर अपनी बातें कहीं और उन्होंने विधायकों से कहा-तैयार रहें, अगला चुनाव बिना शराब के लड़ना पड़ेगा। सीएम का इशारा शराबबंदी की ओर था। सीएम ने कहा कि हो सकता है कि सरकार को इस फैसले से नुकसान भी हो। पर सरकार ने निर्णय ले लिया है तो उस पर कठोरता से अमल किया जाएगा। कोचियों को बुरी तरह कुचल दिया जाएगा। पीएम नरेंद्र मोदी ने नोटबंदी का कड़ा फैसला किया तो उसका फायदा पूरी पार्टी को मिला। आप लोग भी वोटों की चिंता न करें। वोट बरसेंगे। वैसे आप लोग इस बात के लिए भी तैयार रहें कि अगला चुनाव नई परिस्थितियों में लड़ा जाएगा। मुख्यमंत्री ने यह भी स्पष्ट किया कि जिन राज्यों में शराबबंदी हुई है और जिन राज्याें में सरकार शराब दुकानें चला रही हैं, वहां का अध्ययन करने के लिए उच्चस्तरीय कमेटी बनाई गई है। कमेटी की रिपोर्ट के आधार पर सरकार अपनी वर्तमान नीतियों में परिवर्तन करेगी। जरूरत पड़ने पर कड़े कदम भी उठाए जाएंगे।

बजट सत्र की रणनीति बनाने सीएम हाउस में बैठक हुई। आबकारी मंत्री अमर अग्रवाल ने सभी विधायकों की मंशा को भांपते हुए नई आबकारी नीति और कल पेश होने वाले संशोधन विधेयक की विस्तार से जानकारी रखी। पूरा मामला सुनने के बाद उच्च शिक्षा मंत्री प्रेमप्रकाश पांडे ने कई सवाल खड़े किए। पांडे ने कहा कि वे कैबिनेट की पिछली बैठक में नहीं थे जब शराब के कारोबार के लिए नई सरकारी कंपनी बनाने का फैसला लिया गया था। जब अभी भी सरकार का ब्रेवरेज कार्पोरेशन ही ठेकेदारों को शराब देता है तो वही बेचे भी, इसके लिए नी कंपनी बनाने की क्या जरूरत आ गई। इस पर मंत्री अमर अग्रवाल ने सफाई दी कि दिल्ली में भी 4 कार्पोरेशन बनाए गए हैं। इस चर्चा में रायपुर के दोनों मंत्रियों न सुप्रीम कोर्ट की गाइड लाइन के अनुसार नई दुकान खोलने की तैयारियों पर विभाग को आड़े हाथों लिया। पीडब्लूडी मंत्री राजेश मूणत ने कहा कि चंडीगढ़ की तरह शहर के बाहर फैंसी स्टोर की तर्ज पर दुकानें खोली जाएं इससे विरोध भी कम होगा। कृषि मंत्री बृजमोहन अग्रवाल ने कहा कि दुकानें, बीच मोहल्लों में खोलने के बजाए शहर-गांवों के बाहर चोरों दिशाओं में खोले जाएं। राजिम के विधायक संतोष उपाध्याय ने नई पालिसी से पार्टी को नुकसान होने की बात कही तो आरंग के नवीन मारकंडे ने कहा कि नई पालिसी को लेकर हम जनता को समझाने में कामयाब नहीं हो पाए। मंत्रियों- विधायकों की पूरी चर्चा सुनने के बाद अपने संबोधन में मुख्यमंत्री रमन सिंह ने एक तरह से बड़ी घोषणा ही कर दी। उन्होंने कहा कि इस साल के लिए यह निर्णय पूरे दम से लिया है। इसके अच्छे ही परिणाम आएंगे। यह भी तय है कि आने वाला चुनाव बिना शराब के ही लड़ा जाएगा।
