नई दिल्ली । आने वाले समय में एटीएम से ट्रांजैक्शन महंगा हो सकता है। आरबीआई ने सभी बैंकों को एटीएम अपग्रेडेशन का निर्देश दिया है, जिससे उन पर वित्तीय बोझ बढ़ेगा। बैंकों ने इसे ग्राहकों पर डालने के लिए आरबीआई से अनुमति मांगी है। उन्होंने रिजर्व बैंक से एटीएम ट्रांजैक्शन पर चार्ज बढ़ाने की इजाजत देने की अपील की है। बैंकिंग सूत्रों ने बताया कि एटीएम अपग्रेडेशन की लागत वसूलने के लिए बैंक एटीएम ट्रांजैक्शन चार्ज में दो तरह से बढ़ोतरी कर सकते हैं। वे फ्री ट्रांजैक्शन खत्म होने पर लिए जाने वाले 18 रुपये वाले चार्ज में बढ़ोतरी कर सकते हैं या एटीएम से फ्री एटीएम ट्रांजैक्शंस की संख्या कम कर सकते हैं। किसी बैंक ने अभी एटीएम से 3 और किसी बैंक ने 5 फ्री एटीएम ट्रांजैक्शन की सुविधा दे रखी है।
क्या होगा अपग्रेड? एटीएम से धोखाधड़ी और हैकिंग की बढ़ती शिकायतों को गंभीरता से लेते हुए आरबीआई ने सभी बैंकों को एटीएम को अपग्रेड करने को कहा है। इसकी डेडलाइन 6 चरणों में बांटी गई है। पहली डेडलाइन अगस्त 2018 है। वहीं, आखिरी चरण जून 2019 को खत्म होगा। एटीएम अपग्रेडेशन के तहत बैंकों को बेसिक इनपुट-आउटपुट सिस्टम यानी बीआईओएस को अपग्रेड करना होगा। बीआईओएस कंप्यूटर सिस्टम का एक अभिन्न हिस्सा है। इसका इस्तेमाल पीसी को बूट करने के दौरान होता है। पीसी के ऑन होने पर शुरू होनेवाला यह पहला सॉफ्टवेयर है। ऑपरेटिंग सिस्टम लोड करते समय बीआईओएस कंप्यूटर के सभी हार्डवेयर जैसे रैम, प्रोसेसर, कीबोर्ड, माउस, हार्ड ड्राइव आदि की पहचान करता है और इन्हें कॉन्फिगर करता है। इसके बाद ही कंप्यूटर मेमरी में ऑपरेटिंग सिस्टम लोड होता है।
ये भी होंगे बदलाव-आरबीआई ने बैंकों से यूएसबी पोर्ट को डिसेबल करने को भी कहा है। एटीएम के ऑपरेटिंग सिस्टम का लेटेस्ट वर्जन अप्लाई करने के साथ-साथ नए नोटों के लिहाज से कैसेट्स को री-कॉन्फिगर करना भी शामिल है।
बैंकों का बढ़ेगा बजट-इधर, कन्फेडरेशन ऑफ एटीएम इंडस्ट्री के एक उच्चाधिकारी का कहना है कि एटीएम के अपग्रेडेशन को लेकर अपना बजट हमने बैंकों को भेज दिया है। अब आरबीआई का निर्देश है तो निश्चित रूप से बैंकों को उसे फॉलो करना होगा। ऐसे में बैंकों को उसके हिसाब से अपनी रणनीति तय करनी होगी। इसके अलावा अपग्रेडेड नए एटीएम लगाने का बजट भी बढ़ जाएगा। आरबीआई के निर्देश के अनुसार कैश मैनेजमेंट या लॉजिस्टिक्स, कैसेट स्वाप आदि के लिए बड़े इनवेस्टमेंट की जरूरत होगी। इससे नए एटीएम की लागत पहले की तुलना में 30 फीसदी तक बढ़ सकती है।
