देहरादून (सूचना विभाग) । जन सेवाओं से जुड़े मामलों में ऑनलाईन प्रक्रियाओं को आसान बनाने पर ध्यान दिया जाए। लोगों को एक ही प्लेटफॉर्म पर पर सभी सुविधाएं आसानी से मिले, इसके लिए जन सुविधा से जुड़े सभी विभागों को एक अम्ब्रेला में लाया जाए। सेवा के अधिकार में अधिक से अधिक सेवाएं जोड़ी जाएं। तकनीक का विकास जिस तेजी से हो रहा है, सेवाओं का लाभ आम जनमानस को तेजी से मिले, इसके लिए उनको जागरूक भी किया जाए। ऑनलाईन प्रक्रियाओं के तहत जो भी सेवाएं दी जा रही हैं, इन सेवाओं का व्यापक स्तर पर आम जन तक प्रसार भी किया जाए। राज्य में युवाओं को रोजगार एवं स्वरोजगार के पर्याप्त अवसर मिले, रोजगार को बढ़ावा देने की दिशा में सभी विभागों को तेजी से कार्य करने होंगे। स्वरोजगार को बढ़ावा देने के लिए उच्च शिक्षा एवं तकनीकि शिक्षा विभाग को समन्वय के साथ कार्य करना होगा। उच्च शिक्षा के साथसाथ युवाओं के कौशल विकास पर विशेष ध्यान दिया जाए। हमें युवाओं को रोजगार परक शिक्षा की दिशा में आगे ले जाने के लिए तेजी से कार्य करना है। मुख्यमंत्री ने ये निर्देश सचिवालय में सशक्त उत्तराखण्ड / २५ के लक्ष्यों को हासिल करने के लिए आईटीडीए एवं उद्योग विभाग की समीक्षा के दौरान अधिकारियों को दिये। आईटीडीए की बैठक के दौरान मुख्यमंत्री ने अधिकारियों को निर्देश दिये कि सेवा के अधिकार में और जन सेवाओं को जोड़ा जाए। लोगों को घर बैठे ही अधिकांश सेवाओं का लाभ आसानी से एक ही प्लेटफार्म से मिल जाए, इस दिशा में कार्य किया जाए। राज्य के जिन क्षेत्रों में मोबाईल कनेक्टिविटी की अभी भी समस्या है, उनका जल्द समाधान हो, इस दिशा में तेजी से कार्य किये जाएं। विभिन्न सरकारी योजनाओं का आम जन को पूरा लाभ मिले, इसके लिए ऐसा सिस्टम विकसित किया जाए कि लोगों को उनकी पात्रता के अनुसार एक क्लिक पर सारी जानकारी उपलब्ध हो सके। विभागों द्वारा भविष्य की आवश्यकताओं को देखकर दीर्घकालिक योजनाएं बनाई जाएं। उद्योग विभाग की समीक्षा के दौरान मुख्यमंत्री ने अधिकारियों को निर्देश दिये कि भारत सरकार द्वारा सहायतित योजनाओं में तेजी से कार्य किये जाएं। उन्होंने कहा कि औद्योगिक क्षेत्र में रोजगार के अनेक संभावनाएं हैं, युवाओं को कौशल विकास के साथ ही अधिक से अधिक रोजगार एवं स्वरोजगार से जोड़ने पर ध्यान दिया जाए। राज्य में अधिक से अधिक औद्योगिक गतिविधियां हों, बाहर से निवेशक आयें, इस दिशा में तेजी से प्रयास करना हैं। मुख्यमंत्री ने कहा कि विभिन्न विभागों के जो बड़े प्रोजक्ट तेजी से आगे नहीं बढ़ रहे हैं, उनकी जल्द समीक्षा की जायेगी। मुख्यमंत्री ने कहा कि सरकारी भूमि का सही तरीके से उपयोग हो, इसके लिए जो भी कार्य किये जाएं, वे मास्टर प्लान के तहत ही हों। उन्होंने कहा कि मसूरी एवं नैनीताल में पर्यटकों की संख्या में तेजी से वृद्धि हो रही है। हमें ऐसी व्यवस्था पर भी ध्यान देना होगा कि पर्यटकों एवं स्थानीय लोगों को अधिक जाम की स्थिति से न गुजरना पड़े। बैठक में जानकारी दी गई कि अपणि सरकार पोर्टल के माध्यम से ४८५ सेवाएं लोगों तक पहुचाई जा रही है। जिसमें से २६५ सेवाएं सेवा के अधिकार में ली गई है। सेवा के अधिकार में और सेवाओं को जोड़ने के लिए कार्य किया जा रहा है। सूचना प्रौद्योगिकी के क्षेत्र में आय के संसाधन बढ़ाने के प्रयास किये जा रहे हैं। रोजगार सृजन को बढ़ावा देने के लिए कनेक्टिविटी, डिजिटल साक्षरता एवं कौशल विकास की दिशा में कार्य किये जा रहे हैं। उद्योग विभाग द्वारा स्वरोजगार की योजनाओं को बढ़ावा देने के लिए लगातार प्रयास किये जा रहे हैं। स्वरोजगार की ओर लोगों का रूझान तेजी से बढ़ रहा है। एमसएमई के तहत भी अनेक कार्य किये जा रहे हैं। बैठक में अपर मुख्य सचिव राधा रतूड़ी, सचिव आर. मीनाक्षी सुंदरम, शैलेश बगोली, प्रो. दुर्गेश पंत महानिदेशक यूकॉस्ट, अपर सचिव विजय कुमार जोगदाण्डे, महानिदेशक उद्योग रोहित मीणा, निदेशक आई.टी.डी.ए नितिका खण्डेलवाल, अपर सचिव नवनीत पाण्डे, मनोज पंत एवं संबंधित अधिकारी उपस्थित थे।
