देहरादून (सू0वि0) मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने कहा कि बैठकों में लिए गए निर्णयों की अनुपालना समयबद्धता के साथ सुनिश्चित की जानी चाहिए। कार्यवाही केवल पत्राचार तक ही सीमित न रहे बल्कि इसका आउटपुट दिखना चाहिए। मुख्यमंत्री, सचिवालय में उत्तराखण्ड राज्य वन्य जीव सलाहकार बोर्ड की 15 वीं बैठक की अध्यक्षता कर रहे थे। उन्होंने कहा कि किसी भी बैठक का कार्यवृत्त उसी दिन बन जाना चाहिए।
मुख्यमंत्री ने कहा कि एनएच 72-ए उत्तराखण्ड के लिए बहुत अधिक महत्व का है। इसे सर्वोच्च प्राथमिकता देते हुए, स्वीकृतियों के लिए आवश्यक औपचारिकताओं में किसी प्रकार की देरी न हो। कार्बेट रिजर्व व राजाजी टाईगर रिजर्व में गैण्डे के रिइन्ट्रोडक्शन का काम टाईमबाउंड तरीेके से हो। राजाजी टाईगर रिजर्व के अंतर्गत चैरासी कुटिया का विकास इंटीग्रेटेड एप्रोच के आधार पर किया जाए। इसकी कार्ययोजना में वन्यजीवन, आध्यात्मिकता, संस्कृति सहित सभी पहलुओं का समावेश किया जाए। गंगोत्री राष्ट्रीय उद्यान में स्थित गरतांग गली ट्रेल के मार्ग का पुनरूद्धार, इसकी मौलिकता को परिरक्षित रखते हुए किया जाए। आरक्षित वन क्षेत्रों में टोंगिया ग्रामों को राजस्व ग्रामों का दर्जा देने और संरक्षित क्षेत्रों से ग्रामों के विस्थापन के बाद वन भूमि पर बसाये गए नए स्थलों के नवीनीकरण और डिनोटिफिकेशन का काम शीघ्र किया जाए।
बैठक में गंगोत्री राष्ट्रीय पार्क के अंतर्गत राष्ट्रीय सुरक्षा की दृष्टि से महत्वपूर्ण विभिन्न मार्गों के निर्माण के लिए प्रस्तावों को अनुमति के लिए राष्ट्रीय वन्य जीव बोर्ड को भेजे जाने पर सहमति दी गई। इसी प्रकार सौंग बांध परियोजना के निर्माण से संबंधित वन भूमि हस्तांतरण और जौलीग्रान्ट हवाई अड्डे के विस्तारीकरण के लिए वन भूमि हस्तांतरण के लिए अनुमति का प्रस्ताव भी राष्ट्रीय वन्य जीव बोर्ड को भेजा जाएगा।
बैठक में बताया गया कि कार्बेट टाईगर रिजर्व व राजाजी टाईगर रिजर्व में बाघों और जंगली हाथियों की धारण क्षमता का अध्ययन भारतीय वन्यजीव संस्थान से कराने के लिए प्रस्ताव प्राप्त हो गया है। इसी प्रकार गैण्डे के रिइन्ट्रोडक्शन के लिए साईट सूटेबिलिटी रिपेार्ट मिल गई है। राजाजी राष्ट्रीय उद्यान की सीमा के रैशनलाईजेशन के लिए संबंधित जिलाधिकारियों, प्रभागीय वनाधिकारियों और भारतीय वन्यजीव संस्थान के प्रतिनिधि की एक समिति का गठन कर लिया गया है।
बैठक में जानकारी दी गई कि 6 जून से 8 जून तक तीन दिन उत्तराखण्ड में हाथियों की गणना की गई। इसमें पाया गया कि राज्य में कुल 2026 हाथी हैं। वर्ष 2012 में 1559 जबकि 2017 में 1839 हाथी थे। इस प्रकार वर्ष 2017 से हाथियों की संख्या में 10.17 प्रतिशत की वृद्धि हुई है।
इसी प्रकार 22 से 24 फरवरी 2020 में जलीय जीवों की गणना की गई। इसमें पाया गया कि राज्य में 451 मगरमच्छ, 77 घड़ियाल और 194 ऊदबिलाव हैं। बताया गया कि वर्ष 2020 से 2022 तक राज्य में स्नो-लैपर्ड की जनसंख्या का आंकलन भी किया जाएगा। राज्य के 23 प्रतिशत भौगोलिक क्षेत्र में स्नो-लैपर्ड हैं।
बैठक में वन मंत्री डा. हरक सिंह रावत, विधायक श्री धन सिंह नेगी, श्री दीवान सिंह बिष्ट, श्री सुरेश राठौर, मुख्य सचिव श्री उत्पल कुमार सिंह, अपर मुख्य सचिव श्री ओमप्रकाश, प्रमुख सचिव श्री आनंदबर्द्धन, प्रमुख वन संरक्षक श्री जयराज, सचिव श्री दिलीप जावलकर, श्रीमती सौजन्या, डीजीपी लाॅ एंड आर्डर श्री अशोक कुमार सहित बोर्ड के अन्य सदस्य उपस्थित थे।
