देहरादून (संवाददाता)। पंचायत चुनाव अब अधिकतम दो बच्चे वाले और पढ़े-लिखे उम्मीदवार ही लड़ पाएंगे। राज्य सरकार ने इसके लिए पंचायतीराज (संशोधन) अधिनियम 2019 को सदन पटल पर रखा है। यह बुधवार को पारित किया जाएगा। इस तरह आगामी चुनाव में यह बदलाव लागू होने का रास्ता साफ हो गया है।
संसदीय कार्यमंत्री की भूमिका निभाते हुए मदन कौशिक ने यह प्रस्ताव सदन में पेश किया। अब तक उत्तराखंड में पंचायत चुनाव लडऩे के लिए शैक्षिक योग्यता या परिवार से जुड़ी कोई शर्त नहीं थी, लेकिन इस संशोधन के बाद पंचायत में किसी भी पद पर चुनाव लडऩे के लिए अब न्यूनतम शैक्षिक योग्यता दसवीं पास होगी। हालांकि, महिला, एससी-एसटी वर्ग को इससे छूट दी गई है। सामान्य श्रेणी की महिला के साथ अनुसूचित जाति-जनजाति श्रेणी के पुरुषों की न्यूनतम योग्यता आठवीं पास रखी गई है। जबकि अनुसूचित जाति-जनजाति की महिलाओं की न्यूनतम योग्यता पांचवीं पास रखी गई है।
त्रिवेंद्र सरकार ने इसके साथ ही पंचायत प्रतिधिनिधियों के अधिकतम दो जीवित बच्चों की शर्त भी निर्धारित कर दी है। यानी अब दो से अधिक जीवित बच्चे वाले लोग पंचायत चुनाव नहीं लड़ पाएंगे। उत्तराखंड के नगर निकायों में यह शर्त पहले से ही लागू है। खास बात यह है कि नगर निकाय के मामले में सरकार ने ऐक्ट के लागू होने के 300 दिन बाद यह शर्त लागू की थी, मगर पंचायतीराज के मामले में यह छूट नहीं दी गई है। इस तरह आगामी पंचायत चुनाव में यह शर्त भी लागू होगी।
देश के कई राज्यों में भी बदला ऐक्ट
पंचायतीराज मंत्री ने पिछले साल यह बदलाव करने की घोषणा की थी। इसके बाद पंचायतीराज ने राजस्थान, हरियाणा और हिमाचल जैसे राज्यों के पंचायतीराज ऐक्ट का अध्ययन किया। इसके बाद उत्तराखंड में भी इसी तर्ज पर बदलाव किए गए।
पंचायत चुनाव लडऩे की प्रमुख शर्तें
अलग-अलग श्रेणी में शैक्षिक योग्यता तय।
कोई व्यक्ति एक साथ पंचायत के दो पर ग्रहण नहीं कर पाएगा।
दो से अधिक बच्चे वाले नहीं लड़ पाएंगे चुनाव।
सरकारी जमीन पर कब्जा न किया हो।
सरकारी धन का गबन न किया हो।
किसी प्रकार का सरकारी बकाया न हो।
