विश्वविद्यालय के विभिन्न विकास कार्यों हेतु रुपए 5 करोड़ का अनुदान: मुख्यमंत्री
देहरादून ,30 नवंबर (आरएनएस)। राज्यपाल श्रीमती बेबी रानी मौर्य ने शुक्रवार को दून विश्वविद्यालय के प्रथम दीक्षांत समारोह में उपाधियां तथा पदक प्रदान किए। राज्यपाल जो कि दून विश्वविद्यालय की कुलाधिपति भी है, ने सांसद तथा पूर्व केंद्रीय मंत्री डॉ0 मुरली मनोहर जोशी तथा प्रसिद्ध लोक गायक श्री नरेंद्र सिंह नेगी को क्रमश: डॉक्टर ऑफ साइंस तथा डॉक्टर ऑफ लिट्रेचर की मानद उपाधि से विभूषित किया। दून विश्वविद्यालय के प्रथम दीक्षांत समारोह में वर्ष 2011 से 2016 तक उत्तीर्ण विद्यार्थियों को उपाधियां प्रदान की गई। इनमें 617 पोस्ट ग्रेजुएट, 380 स्नातक उपाधि तथा 5 पी.एच.डी उपाधिधारक सम्मिलित हैं। राज्यपाल ने प्रथम प्रयास में सर्वोच्च अंक प्राप्त करने वाले 44 छात्र-छात्राओं को स्वर्ण पदक प्रदान किया।
अपने दीक्षांत उद्बोधन में राज्यपाल श्रीमती मौर्य ने कहा कि समाज की आवश्यकता के अनुरूप शोध कार्यों को प्रोत्साहन देना तथा समग्र विकास के लिए नीति निर्माण में सहायता देना विश्वविद्यालयों की बड़ी जिम्मेदारी है। विश्वविद्यालय मात्र डिग्री देने वाले संस्थान नहीं हंै। विश्वविद्यालयों की समाज एवं राष्ट्र के सर्वांगीण विकास में महत्वपूर्ण भूमिका होती है। विशेष रूप से उत्तराखण्ड जैसे क्षमतावान परन्तु युवा राज्य के लिए उच्च शिक्षण संस्थानों को कई महत्वपूर्ण कार्य करने हैं। उत्तराखंड राज्य का अपना एक विशिष्ट भौगोलिक, सामाजिक, सांस्कृतिक परिवेश है। इस विशेषता को पहचान कर, यहां की महिलाओं, युवाओं, किसानों के समग्र विकास की नीतियां बनाई जानी आवश्यक हैं। एक क्षेत्र विशेष की योजना दूसरे क्षेत्र में लाभदायक हो, यह आवश्यक नहीं। यहां सेक्टर आधारित नीतियों की अधिक आवश्यकता है। हमारे विश्वविद्यालयों को ऐसे व्यवहारिक शोध एवं अनुसंधान पर अपनी क्षमता केन्द्रित करनी होगी।
उन्होंने कहा कि सौर ऊर्जा सहित सभी अक्षय ऊर्जा स्रोतों से जुड़ी सस्ती तथा जन सुलभ तकनीकों का विकास समय की मांग है। इससे इस क्षेत्र में रोजगार के नए अवसर भी सृजित होंगे। उन्होंने कहा कि सभी विश्वविद्यालयों तथा कालेजों को भवनों को ग्रीन बिल्डिंग के रूप में विकसित करना चाहिए।
मुख्यमंत्री श्री त्रिवेंद्र सिंह रावत ने विश्वविद्यालय के विभिन्न विकास कार्यों हेतु रुपए 5 करोड़ का अनुदान देने की घोषणा की। उन्होंने शिक्षकों की महत्वपूर्ण भूमिका का उल्लेख करते हुए कहा कि किसी भी विश्वविद्यालय अथवा शिक्षण संस्थान में अच्छे शिक्षक हों तो संसाधनों की कमी भी दूर हो जाती है। डॉ0 मुरली मनोहर जोशी तथा श्री नरेंद्र सिंह नेगी को मानक उपाधि प्रदान करने में विश्वविद्यालय का गौरव बढ़ा है। मुख्यमंत्री ने कहा कि सरकार लोकभाषाओं तथा हिमालय के संरक्षण संवर्द्धन के लिए प्रतिबद्ध है। उन्होंने आशा व्यक्त की कि आने वाले समय में दून विश्वविद्यालय देश के सर्वश्रेष्ठ विश्वविद्यालयों में शामिल होगा। कोई भी शैक्षणिक संस्थान या विश्वविद्यालय सबसे अधिक अपने मुखिया व शिक्षकों पर निर्भर करता है। शैक्षणिक संस्थाओं में भौतिक संसाधनों की कमी को अच्छे शिक्षक पूरी कर सकते है परन्तु अच्छे शिक्षकों की कमी को कोई दूर नहीं कर सकता है।
उच्च शिक्षा राज्य मंत्री श्री धन सिंह रावत ने कहा कि दीक्षांत समारोहों को नियमित रूप से आयोजित किया जाएगा। राज्य सरकार ने शैक्षिक कैलेंडर को कड़ाई से लागू किया है। दून विश्वविद्यालय में 180 दिन के सापेक्ष विगत शैक्षणिक सत्र में 212 दिन पढ़ाई हुई है। उन्होंने कहा कि हर वर्ष 5 विभूतियों को राज्य के विश्वविद्यालयों द्वारा मानद उपाधि दी जाएगी।
सांसद एवं केंद्रीय मंत्री डॉ0 मुरली मनोहर जोशी ने उपाधि स्वीकार करते हुए कहा कि दून विश्वविद्यालय को पर्यावरण संरक्षण को बढ़ावा देने वाली इको फ्रेंडली पॉलिसी निर्माण में योगदान देना चाहिए। उन्होंने हिमालय का महत्व बताते हुए हिमालय की आर्थिकी, पारिस्थितिकी पर गहन शोध की आवश्यकता पर बल दिया। उन्होंने कहा कि हिमालय और उसके जल स्रोतों का संरक्षण संवर्द्धन हमारी प्राथमिकता है। डॉ0 जोशी ने संस्कृत का महत्व बताते हुए संस्कृत के अध्ययन और संस्कृत के ग्रंथों पर शोध को भी जरूरी बताया।
लोक गायक श्री नरेंद्र सिंह नेगी ने उपाधि स्वीकार करते हुए कहा कि उनके माध्यम से उत्तराखंड की लोक भाषाओं का सम्मान किया गया है। उन्होंने राज्य की गढ़वाली-कुमाऊंनी सहित सभी क्षेत्रीय भाषाओं तथा संस्कृति के संरक्षण को जरूरी बताया।
