देहरादून (सू0 वि0)। मुख्यमंत्री पुष्कर सिंह धामी ने सभी प्रदेशवासियों को नववर्ष 2023 की शुभकामनाएं दी है। नववर्ष की पूर्व संध्या पर जारी अपने संदेश में मुख्यमंत्री ने सभी प्रदेशवासियों के सुख, शांति व समृद्धि की कामना की है। उन्होंने कहा आने वाले वर्ष में राज्य सरकार आमजन के सहयोग से प्रदेश को नई ऊंचाइयों में पहुंचाने का कार्य करेगी। मुख्यमंत्री पुष्कर सिंह धामी ने प्रदेशवासियों का धन्यवाद देते हुए कहा कि उत्तराखंड की जनता ने राज्य के इतिहास में पहली बार किसी सरकार को पुनः पूर्ण बहुमत से विजय बनाया है। उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी के मार्गदर्शन एवं कुशल नेतृत्व में केंद्र सरकार के विशेष सहयोग से राज्य सरकार, उत्तराखंड के चौमुखी विकास एवं सर्वश्रेष्ठ उत्तराखण्ड के संकल्प को लेकर निरंतर कार्यरत है। मुख्यमंत्री ने कहा कि बीते वर्ष राज्य सरकार ने पहली कैबिनेट बैठक में अपने वादे के अनुरूप राज्य में “यूनिफॉर्म सिविल कोड“ लागू करने हेतु उच्च स्तरीय कमेटी गठित करने का कार्य किया। फाइनल ड्राफ्ट के आधार पर समान नागरिक संहिता प्रदेश में लागू किया जाएगा। समान नागरिक संहिता कानून असमान निष्ठाओं को दूर करके प्रदेश में सामाजिक समानता की सार्थकता को सिद्ध करेगा। उन्होंने कहा इसके साथ ही वर्ष 2022 में राज्य सरकार ने उत्तराखण्ड में दो ऐतिहासिक विधेयक विधानसभा में पास किए हैं। उत्तराखण्ड धर्म स्वतंत्रता (संशोधन) विधेयक 2022 के पास होने के बाद प्रदेश में धर्मान्तरण को लेकर कठोर कानून का प्राविधान हो गया है। इसके अलावा उत्तराखण्ड लोकसेवा (महिलाओं के क्षैतिज आरक्षण हेतु) विधेयक 2022 से प्रदेश में महिलाओं को 30 प्रतिशत क्षैतिज आरक्षण की व्यवस्था एकबार फिर से लागू हो जाएगी। मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि केंद्र एवं राज्य सरकार के आपसी समन्वय से 300 मेगावाट की लखवाड़ बहुद्देशीय परियोजना को स्वीकृति मिली है। उन्होंने कहा इस वर्ष जमरानी बांध बहुउद्देशीय परियोजना को भारत सरकार से निवेश स्वीकृति प्राप्त हुई है, जिससे नैनीताल व ऊधमसिंहनगर के तराई क्षेत्र लाभान्वित होंगे।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा केदारनाथ धाम, बद्रीनाथ धाम की तर्ज पर कुमाऊं के पौराणिक मंदिरों को भव्य बनाने के लिए मानसखंड मंदिर माला मिशन की कार्ययोजना पर राज्य सरकार कार्य कर रही है। जिससे स्थानीय निवासियों को रोजगार के नए अवसर भी प्राप्त होंगे। चारधाम सर्किट में आने वाले सभी मंदिरों और गुरुद्वारों में भौतिक ढांचे और परिवहन सुविधाओं के विस्तार की योजना पर भी कार्य किया गया है। इस वर्ष चारधाम यात्रा में आने वाले श्रद्धालुओं की संख्या ने नया कीर्तिमान स्थापित किया है। इसके साथ ही इस वर्ष रिकॉर्ड संख्या में करोड़ों कावड़ यात्री हरिद्वार से गंगाजल लेकर से अपने-अपने क्षेत्रों की तरफ निकले। कांवड़ यात्रा के सफल संचालन हेतु पहली बार हमारी सरकार के द्वारा बजट की अलग से व्यवस्था भी की गई थी। उन्होंने कहा प्रदेश में मोबाइल कनेक्टिविटी के विस्तार के लिए केंद्र सरकार ने 1200 करोड़ की धनराशि स्वीकृत की है, जिसके माध्यम से प्रदेश के दुर्गम क्षेत्रों में 1202 नए मोबाइल टावर स्थापित किए जा रहे हैं।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि संपूर्ण राज्य में सड़क मार्ग, रेल लाइन, रोपवे एवं हवाई कनेक्टिविटी पर महत्वपूर्ण कार्य हुए हैं। आज ऋषिकेश-कर्णप्रयाग रेल लाईन का कार्य तीव्र गति से प्रगति पर है। इस वर्ष प्रधानमंत्री जी ने सीमांत गांव माणा में कनेक्टिविटी को सुदृढ़ करने के उद्देश्य से 3400 करोड़ से अधिक की विभिन्न विकास परियोजनाओं का शिलान्यास किया। इनमें दो नए रोपवे गौरीकुंड-केदारनाथ और गोविंदघाट-हेमकुंड साहिब की आधारशिला रखने के साथ ही माणा से माणा पास और जोशीमठ से मलारी तक सड़क चौड़ीकरण परियोजनाएं भी शामिल हैं। राज्य में हवाई सेवा का विस्तार करते हुए जौलीग्रांट एयरपोर्ट से देहरादून-अल्मोड़ा-पिथौरागढ़ हेली सेवा का फ्लैग ऑफ किया गया। उन्होंने कहा ऑल वेदर रोड से चार धाम यात्रा के साथ ही सीमांत क्षेत्रों को टू लेन सड़क से जोड़ने का कार्य हुआ है। सड़कों के निर्माण कार्य के साथ ही देश की सीमाओं को सशक्त व सुरक्षित बनाया जा रहा है। मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रदेश को भ्रष्टाचार मुक्त बनाने के लिए राज्य सरकार ने भ्रष्टाचार मुक्त उत्तराखण्ड 1064 ऐप लॉन्च किया है। इस ऐप के माध्यम से जो भी शिकायतें मिल रही हैं उन पर त्वरित कार्रवाई की जा रही है। उन्होंने कहा प्रदेश सरकार द्वारा उत्तराखण्ड राज्य अधीनस्थ सेवा चयन आयोग की लगभग 7000 पदों पर गतिमान भर्ती प्रक्रिया को उत्तराखण्ड लोक सेवा आयोग से संपन्न कराया जा रहा है। राज्य के युवाओं के भविष्य को ध्यान में रखते हुए उत्तराखण्ड लोक सेवा आयोग द्वारा वर्ष 2023 के लिए कुल 32 परीक्षाओं हेतु परीक्षा कलेंडर जारी कर दिया गया है। इसमें यू.के.एस.एस.एस.सी की भी 15 परीक्षाओं को भी शामिल किया गया है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि आगामी वर्ष 2023 में हम राज्य में समान नागरिक संहिता को लागू करने पर निर्णय लेंगे। साथ ही महिला सशक्तिकरण के लिए महिला नीति, पलायन की रोकथाम हेतु आगामी योजना, 1 जिला 2 उत्पाद योजना को गति प्रदान करने के साथ सीमांत क्षेत्रों में हवाई सेवाओं का विस्तार, आपदा प्रबंधन तंत्र को मजबूत किए जाने, सीमांत गांव को बसाने हेतु संपूर्ण विकास, केदारनाथ पुनर्निर्माण के दूसरे चरण में 180 करोड़ के कार्य, बद्रीनाथ में मास्टर प्लान के अंतर्गत कार्य में तेजी, दून-मसूरी रोपवे, खरसाली से यमुनोत्री रोपवे का निर्माण, मानसखंड योजना के तहत कुमाऊं क्षेत्र के ऐतिहासिक मंदिरों में सुविधाओं का विकास, पिथौरागढ़ के लिए 20 सीटर एयरक्राफ्ट की सेवा शुरुआत, प्रथम एवं सीमांत गांव में मंत्रिमंडल की बैठक, स्वास्थ्य-शिक्षा व रोजगार-स्वरोजगार पर कार्य, गंगा समेत अन्य नदियों की स्वच्छता के साथ ही विकास के अन्य कई कार्य किए जाएंगे। उन्होंने कहा उत्तराखंड को वर्ष 2025 तक सर्वश्रेष्ठ राज्य बनाने के लक्ष्य के साथ प्रदेश सरकार जन अपेक्षाओं पर पूरी तरह खरी उतरने के लिए संकल्पबद्ध हैं। हम सभी मिलकर प्रदेश के समग्र विकास में अपना शत प्रतिशत योगदान देने के लिए संकल्पित हो, एवं समृद्ध और आत्मनिर्भर उत्तराखण्ड का निर्माण करें।
