देहरादून (सूचना विभाग) । मुख्यमंत्री पुष्कर सिंह धामी ने सोमवार को नरेंद्र नगर टिहरी में आयोजित जी 20 इंफ्रास्ट्रक्चर वर्किंग ग्रुप की बैठक के अवसर पर आयोजित विदेशी मेहमानों के लिए आयोजित रात्रि भोज के अवसर पर विदेशी मेहमानों का स्वागत किया विदेशी मेहमानों का स्वागत करते हुए मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि किसी भी देश के विकास का पैमाना उस देश का आधारभूत ढांचा ही तय करता है, यही तय करता है कि उस देश का वर्तमान और भविष्य कैसा हो। आधारभूत ढांचे का पर्याय सिर्फ रेल, रोपवे, रोड आदि बनाना नहीं वरन आधारभूत ढांचे का असल मकसद आम आदमी की समस्याओं को कम करना और उसके रहन सहन को सुगम, सरल एवं सुरक्षित बनाना है। मुख्यमंत्री ने कहा कि पर्वतीय भौगोलिक परिस्थिति वाले राज्य का आधारभूत ढांचा मैदानी इलाकों की अपेक्षा अधिक कठिन होता है, क्योंकि पहाड़ी राज्य की इकोलॉजी और इकोनामी दोनों ही प्राकृतिक संसाधनों पर निर्भर रहती है और आधारभूत ढांचे में कभी कभी ऐसी परिस्थितियां भी उत्पन्न हो जाती हैं, जिसमें वनों को, प्रकृति को और पर्यावरण को नुकसान पहुंचता है। हमें विकास और प्रकृति के संरक्षण को एक दूसरे का पूरक बनाकर आधारभूत ढांचे के निर्माण पर ध्यान देना होगा। यह तभी संभव है जब हम “उपभोग नहीं बल्कि उपयोग“ के सिद्धांत का अनुसरण करेंगे। सोमवार को नरेन्द्रनगर ऋषिकेश में जी20 सम्मेलन की तीसरी बैठक के अवसर पर आयोजित सांस्कृतिक संध्या एवं संवाद कार्यक्रम को संबोधित करते हुए मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि विश्व की सबसे बड़ी पर्वत श्रृंखला हिमालय की गोद में बसा हमारा प्रदेश उत्तराखंड, ’’देवभूमि’’ के रूप में विख्यात है। जहां यह एक ओर हरिद्वारऋषिकेश, गंगोत्रीयमुनोत्री, केदारनाथ, बद्रीनाथ, जागेश्वर, पूर्णागिरि जैसे पौराणिक, आध्यात्मिक, धार्मिक एवं सांस्कृतिक केन्द्रों की पवित्र भूमि है, वहीं गंगा, यमुना, अलकनंदा सहित कई महान नदियों का उद्गम स्थल भी है। हमारा राज्य योग, आयुर्वेद, ध्यान का एक वैश्विक केंद्र होने के साथसाथ प्राचीन भारतीय सभ्यता का प्रतीक भी है। मुख्यमंत्री ने कहा कि इस वर्ष के जी20 की थीम एक पृथ्वी एक परिवार और एक भविष्य है, जो मूल रूप से भारतीय संस्कृति द्वारा विश्व को दिए गए सिद्धांत “वसुधैव कुटुंबकम“ पर आधारित है, जिसका अर्थ है “समस्त विश्व एक परिवार है“. मुख्यमंत्री ने कहा कि जी20 की यह विशेष इन्फ्रास्ट्रक्चर वर्किंग ग्रुप की बैठक, हमारी सनातन संस्कृति की इसी मूल अवधारणा को पुष्पित व पल्लवित करने में सहायक सिद्ध होगी। मुख्यमंत्री ने कहा कि देवभूमि उत्तराखंड को प्राकृतिक आपदाओं से वर्षभर सामना करना पड़ता है इसलिए यहां का आधारभूत ढांचा इस तरह बनना चाहिए जो आपदाओं के समय भी आम आदमी के काम आ सके। आप सभी को ज्ञात है कि जिस प्रकार जापान में भूकंप आना एक आम बात थी, परन्तु जापानी लोगों ने भूकंपरोधी भवन बनाने की ऐसी तकनीक का विकास किया जो आपदा के समय में भी जापान के लोगों को व उनके मकानों को सुरक्षित रखती है। प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में आज भारत बुनियादी ढांचे के विकास पर ध्यान केंद्रित कर रहा है। हमने 150 मिलियन से अधिक लोगों को आश्रय प्रदान करने के लिए लगभग 40 मिलियन घर दिए हैं, जो ऑस्ट्रेलिया की जनसंख्या का लगभग 6 गुना है। मुख्यमंत्री ने विश्वास व्यक्त किया कि यह बैठक जहां एक ओर विश्व के आधारभूत ढांचे के विकास के लिए क्याक्या किया जा सकता है, उस पर विचार करेगी, वहीं दूसरी ओर पहाड़ी राज्यों की विशिष्ट स्थितियों का आंकलन कर एक विस्तृत रूपरेखा तय करने में भी समर्थ होगी। प्रधानमंत्री नरेन्द्र मोदी जी का आभार व्यक्त करते हुए मुख्यमंत्री ने कहा कि उन्होंने हमारे छोटे से राज्य को जी20 की तीन बैठकों का आयोजन करने का अवसर प्रदान किया। इस महत्त्वपूर्ण दायित्व को निभाते हुए हम स्वयं को गौरवांवित अनुभव कर रहे है क्योंकि यह सभी उत्तराखंडवासियों के लिए एक बड़ी उपलब्धि है। हमारी परम्परा में निहित “अतिथि देवों भवः“ का संदेश हमें अतिथियों की सेवा करने के लिए सदैव तत्पर रखता है। मुख्यमंत्री ने कहा कि जी20 इंफ्रास्ट्रक्चर वर्किंग ग्रुप द्वारा नरेन्द्रनगर ऋषिकेश में किए गए मंथन से जो अमृत निकलेगा वो पॉलिसी और इंप्लीमेंटेशन के बीच के गैप को कम करने में भी सहायक सिद्ध होगा। हमारे देश के यशस्वी प्रधानमंत्री नरेंद्र मोदी के कुशल नेतृत्व में आज जिस प्रकार भारत प्रगति के पथ पर आगे बढ़ रहा है। उसी प्रकार उनकी अध्यक्षता में जी20 समूह भी अपने महान उद्देश्यों और लक्ष्यों को प्राप्त करने में सफल होगा। मुख्यमंत्री ने कहा कि देवभूमि उत्तराखंड में आयोजित जी20 सम्मेलन की इस बैठक में जो अनुभव तथा विचार सांझा किए जा रहे हैं, वे समस्त वैश्विक मानवता के कल्याण, विकास और समृद्धि के मार्ग को प्रशस्त करेंगे तथा “वसुधैव कुटुंबकम“ की भावना को और अधिक मजबूत करेंगे तथा आप सभी को यहां की समृद्ध सांस्कृतिक विरासत से परिचित होने का भी अवसर प्रदान करने में सहायक होगा। मुख्यमंत्री ने जी20 की इस तीसरी बैठक में आये सम्मानित प्रतिनिधियों का सवा करोड़ उत्तराखंडी जनता की ओर से स्वागत और अभिनंदन करते हुए कहा कि आप सभी यहां से यादगार अनुभव अपने साथ लेकर जाएंगे। साथ ही बैठक के दौरान आप सभी को प्रकृति की गोद में बसे उत्तराखण्ड के सुरम्य स्थलों के दर्शन तथा उत्तराखण्डी व्यंजनो का भरपूर आनंद लेने का भी अवसर मिलेगा। इस अवसर पर राज्यपाल ले जन (से नि )गुरमीत सिँह, सांसद नरेश बंसल, माला राज्य लक्ष्मी शाह, विधायक विनोद कंडारी तथा प्रशासन के उच्चधिकारी व अन्य गणमान्य मौजूद रहे।
