नई दिल्ली। मोदी सरकार अपने कार्यकाल के आखिरी दो वर्षों में रेकॉर्ड पांच लाख करोड़ रुपये के हाइवे कॉन्ट्रैक्ट्स देगी। ये ठेके पिछले पांच वर्षों में दिए गए कॉन्ट्रैक्ट्स से भी ज्यादा होंगे। पिछले पांच वर्षों में केंद्र सरकार ने हाइवे के केवल 40,000 किमी लंबाई के नए निर्माण के ठेके दिए हैं। सड़क परिवहन एवं राजमार्ग मंत्रालय अगले दो वर्षों में करीब 50000 किमी के हाइवे बनाने के ठेके देगा। इनमें 44 इकनॉमिक कॉरिडोर और 10 एक्सप्रेसवे शामिल होंगे। सड़क परिवहर और राजमार्ग मंत्री नितिन गडकरी ने बताया, हमने कई प्रोजेक्ट्स की योजना बनाई है। ये देश के सर्वांगीण विकास के लिए बहुत महत्वपूर्ण हैं। इन नए राजमार्गों से मौजूदा सड़कों पर जाम घटेगा और लॉजिस्टिक्स कॉस्ट 5-6 पर्सेंट कम होगी। उन्होंने कहा, मेरे मंत्रालय की सोच यह है कि माल ढुलाई करने वाली गाडिय़ों को बगैर किसी बाधा के राजमार्गों पर चलना चाहिए और उन्हें कम से कम 400 किमी प्रतिदिन की यात्रा कर लेनी चाहिए। इसका लॉजिस्टिक्स इंडस्ट्री पर बहुत सकारात्मक असर पड़ेगा। अगले दो वर्षों के लिए जिन प्रॉजेक्ट्स की योजना बनाई गई है, उनमें चारधाम कनेक्टिविटी प्रोग्राम, नॉर्थ-ईस्ट कनेक्टिविटी प्रोग्राम और बॉर्डर लिंकिंग प्रॉजेक्ट्स शामिल हैं। सरकार के पास अभी निर्माण के विभिन्न चरणों में 10 एक्सप्रेस-वे प्रॉजेक्ट्स हैं। गडकरी ने कहा कि उनका मंत्रालय इस महत्वाकांक्षी योजना के लिए पैसा एनएचएआई बॉन्ड्स, हाइवेज के मॉनेटाइजेशन और बजटीय सपोर्ट के रूप में अतिरिक्त आवंटन के जरिए जुटाएगा। उन्होंने कहा कि केंद्र का पहला एक्सप्रेसवे यानी ईस्टर्न पेरिफेरल एक्सप्रेसवे कुछ महीनों में तैयार हो जाएगा। इनमें से ज्यादातर प्रॉजेक्ट्स पर काम हाइब्रिड अनूइटी मॉडल के तहत किया जाएगा। इसमें प्रॉजेक्ट से जुड़ा जोखिम सरकार प्राइवेट पार्टनर के साथ मिलकर उठाती है और प्रॉजेक्ट कॉस्ट का 40 पर्सेंट हिस्सा अपफ्रंट देती है। मंत्रालय ने वादा किया है कि वह इस सरकार के आखिरी दो वर्षों में 3०० किमी हाइवे बनाएगा। मौजूदा फाइनैंशल ईयर के लिए सरकार करीब 15000 किमी हाइवे निर्माण चाहती है, जो फाइनैंशल ईयर 2017 में सरकार की ओर से बनाए गए हाइवे की लंबाई से 45 पर्सेंट ज्यादा है। पिछले तीन वर्षों में हाइवे मिनिस्ट्री ने 34000 किमी से ज्यादा के प्रॉजेक्ट्स दिए हैं, जबकि यूपीए के आखिरी तीन वर्षों में 15000 किमी के प्रॉजेक्ट्स अवॉर्ड किए गए थे। पिछले तीन वर्षों में लगभग 22000 किमी हाइवे निर्माण हुआ है, वहीं यूपीए सरकार के आखिरी तीन वर्षों में आंकड़ा 6000 किमी का था।
