रायपुर। मुख्यमंत्री श्री भूपेश बघेल की अध्यक्षता में आज यहां उनके निवास कार्यालय में वीडियो काॅन्फ्रेंसिंग के माध्यम से आयोजित केबिनेट की बैठक में राज्य के अन्य पिछड़ा वर्ग को 27 प्रतिशत तथा आर्थिक रूप से कमजोर सामान्य वर्ग के लोगो को लोक सेवाओं में 10 प्रतिशत तक आरक्षण दिए जाने के संबंध में माननीय हाईकोर्ट में लंबित मामले के निराकरण के लिए वर्गवार अद्यतन डेटा एकत्र करने के संबंध में गहन विचार-विमर्श किया गया। बैठक में निर्णय लिया गया कि राज्य में वर्तमान में प्रचलित राशनकार्ड के डेटाबेस को आधार मानते हुए पटेल कमीशन के मार्गदर्शन में अद्यतन डेटा तैयार किया जाएगा। इस डेटा का ग्राम सभा एवं नगरीय निकायों के वार्डो सभाओं में अनुमोदन भी कराया जाएगा।
मंत्रिमण्डल की बैठक में छत्तीसगढ़ शासन के आरक्षण अध्यादेश पर माननीय उच्च न्यायालय द्वारा दिए गए स्थगन के निराकरण के संबंध में नवीन प्रक्रिया के माध्यम से वर्गवार अद्यतन डेटा तैयार करने का निर्णय लिया गया। यह नया डेटा राज्य में प्रचलित राशनकार्ड को आधार मानकर तैयार किया जाएगा, ताकि वर्गवार छूटे हुए लोगो का भी डेटा एकत्र हो सके। मुख्यमंत्री श्री भूपेश बघेल सहित सभी मंत्रीगणों ने राज्य में प्रचलित राशनकार्ड के आधार पर खाद्य विभाग द्वारा तैयार डेटाबेस को विश्वसनीय बताते हुए इस डाटाबेस में छूटे हुए परिवारों शामिल करने की बात कही। वर्तमान में प्रचलित राशनकार्डो में से 99 प्रतिशत राशनकार्ड संबंधित परिवारों के आधार नम्बर एवं बैंकों खाते से लिंक हैं। छत्तीसगढ़ सरकार ओबीसी आरक्षण के मामले में माननीय हाईकोर्ट के स्थगन के संबंध में ठोस आधार प्रस्तुत करने हेतु पूरी तरह से पारदर्शी एवं विश्वसनीय डेटा एकत्र करने के संबंध में नयी प्रक्रिया अपनाने जा रही है, जिसके तहत वर्तमान में प्रचलित राशनकार्ड धारी परिवारों की सूची का सार्वजनिक प्रकाशन ग्राम पंचायतों एवं नगरीय निकायों के वार्डो में किया जाएगा। इस संबंध में दावा-आपत्ति लेकर उसका निराकरण करने के साथ ही छूटे हुए परिवारों का राशनकार्ड बनाने हेतु नए सिरे से आवेदन भी लिया जाएगा। अपात्र लोगों के नाम भी सूची से विलोपित किए जाएंगे। छूटे हुए परिवारों को राशनकार्ड बनाने के लिए आॅनलाइन/आॅफलाइन आवेदन करने की सुविधा भी सरकार मुहैया कराएगी। इस संबंध में पटेल कमीशन के मार्गदर्शन में नए सिरे से गाईडलाइन भी जारी की जाएगी।
बैठक में खाद्य विभाग के सचिव ने पाॅवरपाइंट प्रजेटेशन के माध्यम से अन्य पिछड़ा वर्ग के सन्दर्भ में राशनकार्ड डेटा की जानकारी देते हुए बताया कि राज्य में वर्तमान में 66 लाख 73 हजार 133 राशनकार्ड प्रचलित है, जिनकी कुल सदस्य संख्या 2 करोड़ 47 लाख 70 हजार 566 है। राज्य में वर्तमान समय में 31 लाख 52 हजार 325 राशनकार्ड अन्य पिछड़ा वर्ग के परिवारों के हैं, जिनकी सदस्य संख्या एक करोड़ 18 लाख 26 हजार 787 है, जो कि लाभान्वित संख्या का 47.75 प्रतिशत है। सामान्य वर्ग के प्रचलित राशनकार्ड की संख्या 5 लाख 89 हजार एवं सदस्य संख्या 20 लाख 25 हजार 42 है, जो राशनकार्ड के माध्यम से राज्य में लाभान्वित सदस्य संख्या का 8.18 प्रतिशत है। उन्होंने बताया कि यह डाटाबेस 2003 से लेकर अब तक शासन के दिशा-निर्देशों के अनुरूप समय-समय पर राशनकार्ड बनाने एवं उसके नवीनीकरण की प्रक्रिया के तहत एकत्र किए गए है। यह डेटा विश्वसनीय है। इसको आधार मानते हुए यदि छूटे हुए परिवारों का डेटा इसमें शामिल कर लिया जाए, तो राज्य का अद्यतन वर्गवार डेटा तैयार हो जाएगा।
मुख्यमंत्री श्री भूपेश बघेल ने सभी वर्गो का सही-सही डेटा एकत्र करने के लिए शीघ्र नवीन दिशा-निर्देश जारी करने के निर्देश दिए। उन्होंने कहा कि राज्य सरकार ने सामान्य वर्ग के आर्थिक रूप से कमजोर तबके को 10 प्रतिशत तक आरक्षण दिए जाने का निर्णय लिया है। वर्तमान में सामान्य वर्ग को जारी राशनकार्ड की सदस्य संख्या राज्य में लाभान्वित लोगो की संख्या का मात्र 8.18 प्रतिशत है। नए सिरे से छूटे हुए परिवारों का आवेदन लेने से इसमें वृद्धि होने की संभावना है। सामान्य वर्ग का प्रतिशत 8.18 से बढ़कर 11-12 प्रतिशत होने की उम्मीद है। इस आधार पर सामान्य वर्ग के आर्थिक रूप से कमजोर तबके को 10 प्रतिशत तक आरक्षण दिए जाने का आधार मजबूत होगा। बैठक में मंत्री श्री मोहम्मद अकबर एवं मंत्री श्री टी.एस. सिंहदेव सहित अन्य मंत्रीगणों का कहना था कि राज्य में प्रचलित राशनकार्ड का डेटा वर्ष 2003 से अब तक राशनकार्ड बनाने के कायदे-कानून एवं समय-समय पर शासन द्वारा जारी दिशा-निर्देश और प्रक्रियाओं का पालन करते हुए एकत्र किया गया है। यह पूरी तरह विश्वसनीय है। उन्होंने मुख्यमंत्री श्री भूपेश बघेल के सुझाव के अनुरूप वर्गवार डेटा अपग्रेडेशन की प्रक्रिया पर सहमति जतायी।
